Stages of commissioning the Data Transmission Center and Telematic Services

    After obtaining the licenses, the telecom operator is obliged to begin to provide telecommunication services no later than the deadline specified in the issued license, using the built and accepted telecommunication center. The process of acceptance of the communication center into operation is regulated by the "Rules for the commissioning of communication facilities" approved by Order No. 113 of the Ministry of Communications and Informatization of September 9, 2002 (it is often simply called "Order 113").
    In this short article, we will consider the process of commissioning the Data Transmission Center and Telematic Services - and this is exactly what the Providers with 2 licenses need: for Communication Services for data transmission except for data transmission for voice information, and for Telematic Communication Services.

    Stages of acceptance of the communication center into operation:

    1. Notification of RosSvyazNadzor about the start of construction of a communication facility.
    - A letter is written in the name of the head of the Technical University of RSN, about the beginning of the construction of the communication facility.

    2. Collection of necessary papers and documents in accordance with 113 orders.
    -Here I will quote clause 5.4 of 113 orders and comment on the main points:
    During the work of the acceptance committee, representatives of the UGNSI conduct a survey of the communication structure, make the necessary measurements and check the following documents with the applicant (operator):
    - licenses for the provision of communication services;
    Everything is clear here, you need to show the inspectors your licenses + the license of the construction organization that built the PD and TM services node for you.
    - primary documents confirming the compliance of the work performed and the equipment used with the established requirements (passports, certificates of conformity of the Svyaz certification system, or copies thereof certified by the certificate holder or the Authority that issued the certificate, or the mark of conformity of the Svyaz certification system on communication and technical means passports for them);
    Again, everything is simple. Either CCC certificates (switches, billing), or a declaration (server). For more details see ППРФ No. 896 dated December 31, 2004. Moreover, the certificates must be notarized or certified by the certificate holder (manufacturer) !!! All equipment must have either CCC certificates or declarations. First of all, pay attention to the active equipment: switches, media converters, billing, server, UPS.
    - approved project documentation (PD) and the conclusion of the state examination of the project. In this case, the PD should be developed by a legal entity (individual entrepreneur), having the right to carry out the corresponding design work, and approved taking into account the comments of the project examination. For communication facilities specified in Appendix “A”, it is allowed to use standard designs or factory instructions (technical documentation of the equipment manufacturer) and the connection diagram and specification of the communication structure approved by the operator (customer) containing information about the purpose, composition of communication facilities, conditions operation and technical characteristics of communication facilities. Project appraisal, inspection and measurement of communication facilities specified in Appendix “A” is not required;
    Data Transfer services do not fall under Appendix “A”, so the project is necessary as well as the project expertise.
    - an approved act (protocols) based on the results of communications construction tests carried out by the operator before being presented for commissioning, for compliance with regulatory documents of the Ministry of Communications of Russia, and in their absence, technical documentation of the equipment manufacturer;
    An act is written in arbitrary form that the testing was carried out within 24 hours (for example), and the parameters correspond to the design ones. You can refer to RD, GOST, RFC, etc.
    - a set of operational documentation for the construction, including instructions for the operation of communications;
    Show instructions on the server / billing.
    - in the presence of RES - permits of the State Rescue Service for the use of radio frequencies and for the operation of RES; in the presence of RES (with the exception of cable television systems) - sanitary passport for the construction of communications;
    Since we don’t have a RES, it’s illegal to show the sanitary passport. Although it is not difficult to conclude an SES, just go to your local SES and pay a bill for measurements. SES issues conclusions without unnecessary questions, if only you would be paid;)
    - documents confirming the training of specialists for work on the equipment included in the structure, including their knowledge of the rules of technical operation, safety and labor protection (if for the operation of communications staff are provided);
    If your project does not discuss the fact that the PD and TM services node is not serviced, you can show crusts about higher technical education, for example, or some Linux courses
    - agreements between operators on connecting to the corresponding communication network (if this is required in accordance with current regulatory legal documents);
    Show the contract of accession from your superior provider.
    - a list of measuring instruments provided for in the operating instructions and information on their verification;
    It is necessary to provide in the project - billing works as a measuring instrument and it is not subject to verification.
    - documents confirming the organization of measures for the implementation of SORM (in cases established by applicable regulatory legal documents).
    In the general case, write a letter to the FSB asking you to consider the need to install SORM equipment on your PD and TM services node. There are 2 options for the development of events: the FSB will write to you that you do not need SORM. So show this letter to the RSN, or the FSB will write that SORM is necessary. In the second case, write a second letter to the FSB asking you to agree on a plan for introducing SORM on the PD and TM services node and attach the plan for one and a half years. After agreeing on the plan, show it in the RSN. From the unpleasant moments: the agreed plan will still have to be implemented sometime.

    In addition to the above, you will need or may need:
    - A completed act in the form of KS-14, the form is easily found on the Internet.
    - Samples of contracts with subscribers by individuals and legal entities.
    - an order on the appointment of a working commission for acceptance of the PD and TM services node into operation
    - a register of letters, appeals and user complaints
    - a register of equipment malfunctions
    - a lease agreement for premises

    3. Notification of RosSvyazNadzor on the completion of the construction of a communications facility, with a request, appoint a representative RSN.
    - again, as in paragraph 1, a notification is written in the name of the head of the Technical University of RSN that you are completing the construction of the node, the commission starts work on such and such a date and you ask to appoint a representative of RSN to participate in its work.

    4. Verification of the PD and TM node services, papers and documents by the RSN inspector.
    - On the appointed day and hour, the RSN inspector comes to you and checks your site on the spot. There are no unequivocal recommendations on this item - usually everything consists of checking papers and visual inspection of how “Beautiful” everything is done.
    5. Issuance of a permit for operation.
    -If everything went well, then usually within 2-3 days you get permission to operate the PD and TM services node.
