I propose such an idea, which, it seems to me, will be able to protect the habro-humans from the so-called minus-beings - individuals who minus everything and indiscriminately.
The idea is as follows. In addition to rating and karma, in the user profile, enter an indicator - the prevalence of the number of delivered “pluses” (P) over the number of delivered “minuses” (M), which works according to the following rules:
1. the indicator is neutral under the condition P + M <some number (20 , for example) - the user has too few votes to rate
2. the indicator is neutral if the user has P / M> 1, i.e. if the user is more plus than minus - it will not seem. (So that the plusers do not appear)
3. The indicator lights from pink to red if the P / M ratio is less than 0.5. The smaller this ratio, the more red the indicator becomes.
4. The indicator lights up from pink to red if the P / M ratio is more than 10. The higher the ratio, the more red the indicator becomes. - There is obviously something wrong here, the user cannot like almost everything. We are not under communism after all. Yes, or the Bot warning light comes on at the administrator :-)
All numbers are of course at your discretion.
What will it give? - First of all, the psychological certainty that if you minus a lot or just plus it, then the indicator will light up - and then you will be mussed. In reality, this is unlikely, because any user will follow this, and if the indicator starts to turn pink, then a thread will run and plus one thread, but this is no longer important. It is important that there will be no uncontrolled and unpunished minuserism.
Even better - if the indicator readings are strictly late for a while. Then users will be afraid of their actions, because if they overdo it with minuses, it will be visible only after some undefined time, and there is a high probability that many will see the “red” indicator earlier, and even if you run plus, it’s all the same nothing will change - you will be diligently minus.

UPD : It would also be nice if the indicator was influenced by the fact that the user minuses / pluses one more to a greater extent. This is already necessary in order to negate the actions of the "vindictive" Habra-people who are minus not because they didn’t like something, but as revenge for something. Or, again, define bot warning in the case of the massive pluses of one person.
