Clouds over the habr

I accidentally discovered that the tag cloud is full of sleek-like words and just a mate. How do words get there? If these are just the most frequently encountered words, then this is a spam vulnerability that has already been exploited by habratrol. I think it makes sense to introduce a registry of allowed tags that can fall into the cloud.
