The Start Telecom company , owned by a group of private investors, can become public by conducting an IPO. Such a probability was reported by its chief managing director Pavel Kaplunov. Now the company is transforming its legal form, transforming itself from Start Telecom CJSC to Start Telecom OJSC. The re-registration procedure has already begun.
Start Telecom owns an existing fiber-optic network of 10,000 km with access nodes in 230 cities. The company is betting on the construction of broadband wireless radio access networks in all points of presence, and these are the immediate plans for which investments are needed. In addition, the intentions of “Start Telecom” means a gradual change of the customer base. From servicing large corporations and telecom operators, the company wants to move on to working with small and medium-sized businesses, as well as the private sector.
The strategic goal of the company is to facilitate the availability of modern telecom services, such as broadband access, WiMAX access, IP telephony and IP TV based on NGN technologies.
According to Kaplunov, achieving goals will require significant funds, and they will not only be attracted through banks. More sophisticated financial instruments will be required, right down to the IPO procedure. “The decision made by the shareholders to change the legal form of the company is one of the steps on this path,” he said.
