Ministry of Internal Affairs ordered infrasound system to influence violators of law and order
Perhaps we are talking about something similar.
An application formed by the Ministry of Internal Affairs of the Russian Federation has appeared on the public procurement website. The essence of the application is the announcement of a tender for the supply of a “non-lethal acoustic impact system on a trailer”. The application was discovered on the website of public procurement by the lawyer of the Anti-Corruption Foundation Love Sobol, writes Meduza.
Among other functions of such a system, it is indicated that it is “designed to create certain behavioral reactions in law-breakers through the remote formation of infra-low-frequency oscillations affecting the central nervous system”.
Also, the infrasound system should provide “cover for the most vulnerable areas protected by units in order to comply with security” and “non-lethal impact on law-breakers and extremist-minded individuals that pose a threat to the security of citizens and property”.

The amount that the Ministry of Internal Affairs is ready to spend on the system of acoustic impact is 5.1 million rubles. Delivery time - no later than July 1, 2016. Delivery must be made to the military unit 6686 in Balashikha, Moscow region.
As for the technology itself, it is not new. Among customers of similar systems (the so-called “sound cannon”) are police officers from a number of countries. True, according to WikipediaThe sound cannons emit sound in the 2.5 kHz range with a volume of about 150 dB. And the upper limit of the infrasound frequency range is 16 Hz. Therefore, we can talk about a system of a slightly different design than the standard “sound cannon”.
