"Branches of Hell": cloud control of illegal landfills and hazardous landfills

“Garbage collapse”, “landfill riot”, “hell branches” ... Vivid epithets accompany the biggest environmental safety problem in the European part of Russia.

For years, "private traders" have been responsible for the disposal of Moscow rubbish. According to the contracts, garbage operators had to not only take out, but also process waste. However, the second paragraph of the plan remained on paper.

From the middle of the last century, garbage was taken out and stored at landfills in the Moscow region, which fundamentally did not suit the inhabitants of the region. Landfill gas flows gradually began to cover residential areas.

In March 2018, Volokolamsk covered gas from the Yadrovo landfill: dozens of people, including 76 children, turned for medical help because of deteriorating well-being.

The authorities closed several landfills, and garbage trucks with Moscow numbers drove on - to the Yaroslavl, Nizhny Novgorod and Arkhangelsk regions. Needless to say, what do regional residents think about this?

“As a result, there will be only garbage dumps in the midst of which we will live”

Odor from burning rotting waste arises from methyl mercaptan - it is a flammable poisonous gas that depresses the human nervous system. According to current regulations , the concentration of this substance is 1.5-3 times higher than the threshold for the perception of odor by a person.

From 1999 to 2017, Rospotrebnadzor weakened the standard for maximum permissible concentration of methyl mercaptan by 660 times. The supervisor explains these changes with the results of some research, but refuses to publish them.

The standards have been relaxed by other air pollutants, such as formaldehyde and nitrogen dioxide. As a result, statistics show that fewer cities are at risk of pollution.

However, the deadly power of poisons alone on paper does not reduce. Phenol, formaldehyde, methyl mercaptan are toxic substances, the constant inhalation of which destroys the body.

Another serious factor of damage from landfills cannot be immediately noticed. A mountain of garbage without processing quickly begins to release toxic substances into the ground. Groundwater and water bodies are infected.

The unorganized dumping site for industrial waste, the Black Hole in Dzerzhinsk, the White Sea storage of toxic liquid waste, as well as the largest Igumnovo landfill in Europe, are tiny Chernobyls that no one has paid attention to for years.

The solution to the problem is obvious - you need to build several hundred waste recycling enterprises throughout the country. The price of the issue is hundreds of billions.

There are no deadlines for the implementation of the project, but we still need to live to see a wonderful future. Another way is monitoring the implementation of long-existing regulatory documents at existing landfills. Control through video surveillance.

The owners of some landfills individually establish video surveillance. With the help of cameras, you can monitor how measures are being taken to eliminate accumulated environmental damage. Video surveillance allows you to evaluate the integrity of the work, including foreign experts. Video monitoring also helps to avoid abuse by the contractor regarding waste processing.

Thus, the Ministry of Transport and Road Infrastructure of the Moscow Region installed a camera to fix and restrict the entry of garbage trucks falling into the infamous Yadrovo landfill.

For disaster dumps in the suburbs accommodate traffic cameras, which should fix the emission of dust, dirt parking lots, car wash in the wrong place, drain fluids.

At the end of last year, the Minister of Natural Resources and Ecology of Russia Dmitry Kobylkin instructed to create a video monitoring system to eliminate accumulated environmental damage at the largest landfills in the country.

Now on the three most problematic garbage objects through the cloud-based video surveillance service Ivideon cameras work. For everyone who is not indifferent to the surrounding nature and environmental safety, the links below are a 24-hour broadcast.

Nizhny Novgorod Igumnovo solid waste landfill covers an area of more than 100 hectares, on which the height of the "garbage mountains" exceeds 40 meters. Since the beginning of the 2000s, biogas poisoning everything around has been burning in the middle of the waste column.

Polygon arose as part of the military chemical plant, which produced chemical warfare agents - mustard gas, lewisite, phosgene and chloroacetophenone. Later, the company was redesigned to produce liquid chlorine, hydrochloric acid, phenol and other chemicals hazardous to health. For four decades, production waste was uncontrollably poured onto a site near the plant.

The recording of work at landfills is stored in the Ivideon cloud - this information cannot be destroyed, distorted, stolen.

Public control of separate collection of garbage

Landfill - the final travel route for any waste, but the problem arises much earlier than a plastic cup is in the middle of a field of illegally stored garbage.

The country does not have separate collection and recycling of garbage, which makes a significant contribution to the extent of environmental damage. One way to automate the process of discharge and collection of waste is video surveillance.

The cameras in the trash bin provide objective information about those who take out the trash not in their container. The head of the Ministry of Natural Resources confirmed that after the introduction of separate waste collection to control residents, the camera will be installed immediately in the trash.

Previously, carriers were limited to GPS and sensors for the operation of the tipping mechanism of containers on garbage trucks. This method is unreliable and limited to only one stage of the long processing process.

The camera records compliance with garbage processing standards at all stages: the volume of waste, numbers of garbage trucks, the process of unloading garbage.

    Conclusion

From activists who independently install cameras before entering an illegal landfill, to the owner of a waste recycling plant with a capacity of 350 thousand tons of waste per year — video surveillance remains the main source of data everywhere. The collection of video data is especially effective for controlling harmful production, calculating the budget for waste disposal, making decisions on the development of environmental programs in the regions.

Secure cloud control is a public control tool with thousands of simultaneous connections to any broadcast. The cloud is an order of magnitude faster than local video surveillance in terms of archive speed and channel stability when connecting a large number of users. It is these factors that determined the choice of the Ivideon service to control the reclamation of the largest landfills in Russia.
