[UPDATE] Criminal proceedings instituted against Dauria Aerospace Group

A prominent representative of private space in the Russian Federation is Dauria Aerospace, which has its own blog on Habré and the successes of which Zelenyikot has repeatedly told here . Dauria’s order portfolio includes two geostationary telecommunications satellites for India and two Earth remote sensing devices (ROS) for Roscosmos, which are due to be commissioned in 2015.

Today it became knownthat the Main Investigative Department of the Investigative Committee of the Russian Federation in the Moscow Region has opened a criminal case on the grounds of a crime under Part 4 of Art. 159 of the Criminal Code (“Fraud on an especially large scale”) committed in the course of the development work “Space platform“ Karat-200 ”(OKR“ Karat-200 ”). In the center of the criminal case is a contract between FSUE Lavochkin NPO and Dauria Scientific and Production Enterprise LLC. In the criminal case, only two names are mentioned - the general director of the NGO named after Lavochkin Viktor Khartov and the general director of Dauriy Aerospace Sergey Ivanov.



The beneficiary of the Dauria Aerospace group of Russian companies is the Cyprus offshore, which is known to include the former co-owner of Technosila Mikhail Kokorich and Dauria top managers Sergey Ivanov and Dmitry Khan, as well as the I2BF Global Ventures venture fund . And many Dauria employees have experience working at the Lavochkin NGO.

In 2013, the NGO named after Lavochkina signed a contract for 1.016 billion rubles with Dauria Aerospace, which provided for the implementation of part of the development work “Space platform“ Karat-200 ”(OKR“ Karat-200 ”).

In July 2014, Dauria Aerospace submitted acts of work to the Lavochkin NGO and managed to receive 10 million rubles for projects, which is an especially large amount on the scale of the Criminal Code.

The essence of the criminal case is as follows:
An expert group from Roskosmos enterprises and scientific organizations, drawn to evaluate the work done, wrote a conclusion in which they indicated a number of signs of fictitiousness in the transaction documentation. In particular, the technical characteristics of devices in different parts of the same document differ significantly, and the interdependent characteristics contradict each other. Some of the materials were copied without editing from various sources and there was a formal formation of the text with minor editing, and not design. The conclusion also states that by the time Dauria Aerospace was involved in the design, the development of the Karat-200 unified space platform was almost completed by the Lavochkin NPO due to the Federal Space Program.

Sergei Ivanov told Izvestia that he was not yet aware of a criminal case.

- Yes, we participate in research and development works by order of third parties, we carry out our own development, says Ivanov. - I can assure you that we are working strictly within the law.

Mikhail Kokorich, the president of Dauria Aerospace, a private Russian satellite-building company, said on his Facebook page that he did not have information about instituting criminal proceedings:
