Medvedev ordered the creation of GLONASS



    Russian Prime Minister Dmitry Medvedev signed a decree on the creation of an open joint-stock company GLONASS. The relevant document is posted on the government website . It notes that 100 percent of the shares of GLONASS OJSC are in federal ownership. The authorized capital of the joint stock company is 100 million rubles. The authorized capital is made up of 100 thousand ordinary registered shares with a nominal value of 1,000 rubles each.

    The development strategy of the company should be approved by March 30, 2015. The main activities of the company will be to ensure prompt receipt of information about road traffic and other incidents on the roads, its processing, storage and transfer to emergency operational services, as well as the creation of new civilian technologies using the capabilities of the global navigation satellite system GLONASS.

    The same document mentions the commissioning decree ERA GLONASS»- emergency response systems in case of accidents based on the European standard eCall / E112. This is a satellite monitoring of transport (passenger and cargo), designed to automatically alert emergency response services in case of accidents and other emergencies. Starting January 1, 2015, vehicles must be included in the system for the first time undergoing a type approval procedure for compliance with the requirements of the technical regulation, and from 2017, all vehicles that are put into circulation in the territory of the Customs Union countries should already be included in this system. The cost of on-board equipment is about 3 thousand rubles. No subscription fee for using the system will be charged

    In July 2014, Russian President Vladimir Putin instructed the government to develop and approve a roadmap for the creation of GLONASS OJSC with one hundred percent state participation. Deputy Prime Minister Dmitry Rogozin said in September that this was the first step in commercializing space services. “It is high time to learn how to profit from the space (in the literal and figurative sense) of the country's capabilities,” he noted.
