The survey was initiated by specialists from the Center for Distributed Register Systems at Innopolis University. They refer to the order of Vladimir Putin to the Government of the Russian Federation and the Bank of Russia on introducing amendments to the legislation providing for the determination of the status of digital technologies used in the financial sector and their concepts.

Rustam Davletbaev, head of the Center for Distributed Register Systems at Innopolis University: “We collect the opinion of the professional community on a wide range of issues related to blockchain technology, cryptocurrencies and ICOs in Russia. The adoption by lawmakers of an unweighted decision can have a negative impact on the country's economy. Therefore, conducting such a study will help assess the risks and prospects of these solutions for Russia's technological breakthrough in the global market. ”

The survey “Legislative regulation of cryptocurrencies, ICOs and blockchain technologies” consists of two parts. In the first part, experts answer questions about the pros and cons of legislative regulation, the experience of other countries and the prospects for using cryptocurrencies in Russia. In the second part, respondents evaluate the responses of other survey participants.
