Bill No. 305828-6: Liquidation of the RAS

As an employee of one of the institutes of the Russian Academy of Sciences, I can’t deny: I am vitally interested so that what the bill provides does not happen. In fact, it implies the liquidation of three academies, the creation of one unified RAS, devoid of property management, procurement and research costs.
All institutes of the RAS will be reformed on the principle of universities in the recent past: a third will simply be eliminated, another third will be given to departments, and the most “privileged” third will remain under the RAS, which, however, will not give any preferences.
I read a very vital one on this subject recently:
Russian science does not have a future in the version that is regulated by the new law (so far) by the draft.
Here it is interesting and informative on the topic of this new "reform" by the authorship of our beloved Ministry of Education and Science for almost a year. (the quote above is also from there).
Again, does the situation remind anyone of the history of the creation of Oboronservis? And what do we have with him now?
According to a similar scenario in the 1930s. under Mussolini, the National Academy dei Linchei, the oldest national academy of Italy, founded even under Gallile, was liquidated. Later, after World War II, at the insistence of Benedetto Croce, the academy was restored to its original form, but until now Italian science has not been able to recover.
An active discussion of the prospects for such a reform is currently underway at all RAS institutes. I do not know yet a single person who would advocate the entry into force of such a law. And before us is full of examples when a variety of laws were “dragged” through the State Duma in three readings at once for such a time that you wonder.
The number of petitions and open letters is growing every day. Requirements - from the suspension of discussion of the project without conducting public discussions to the resignation of Livanov personally (the current min. ObrNauki) and even the entire government apparatus under the leadership of Medvedev.
Our institute did not stand aside (IORAN is not the smallest, by the way). Today a general conference was held and an appeal from the institute was accepted. Unfortunately, you will not be able to participate in it. But you can help to suspend consideration of the bill by signing one of the public appeals.
The most effective is to leave your signature (genuine, pen, by hand, with passport data) under the text of the appeal to suspend consideration of the bill. If someone still decides on this (and this is fraught with "difficulties": you need to print the appeal, sign it and somehow pass it on to me, to our institute or to the Presidium of the RAS), - write in a personal letter, I'll send everything and we will agree how we will do it. Any citizen of the Russian Federation who has the right to vote, regardless of affiliation with the RAS or science in general, can sign. At least the concierge of your porch.

On Thursday, June 27, at a meeting of the Government of the Russian Federation, a large-scale reform of Russian state academies of sciences was announced.
