Hyperlapse: Google Street View Review Service

At its core, this is a time-lapse using Google Street View as the image.

Tehan + Lax Labs guys implemented Hyperlapse.js based on Google Street View. A demo was also made using Hyperlapse.js itself, Three.js (r57), a modified version of GSVPano.js, and Google Maps API v3.

If you are not satisfied with the hyperlaps scrolling speed, then you will have to implement what you want with the pens and configure as you want, judging by the comments from the developers blog entry .
