Ukrainian authorities intend to switch to free software

    Reading the other day the news that the Ukrainian parliament purchased for deputies 485 (total of 450 deputies, by the way) super-expensive monoblocks of 11 thousand UAH. (about $ 1300), personally, my emotions in this regard can hardly be called positive, unless another definition is used.

    However, as it turned out, the Ukrainian government is able (at least in words) to take more sensible steps and just the other day approved the State targeted scientific and technical program for using open software in government bodies in 2012-2015.


    The draft program was developed by the State Agency for Science, Innovation and Informatization of Ukraine. The tasks, measures and indicators defined by the program will be included in the State Program of Economic and Social Development of Ukraine for the corresponding year.

    It is also very encouraging that switching to opensource:

    "... will reduce budget costs for the legalization and acquisition of proprietary software. Budget funds will be redirected to support domestic software developers . The program will create favorable conditions for attracting investments in the development of the Ukrainian IT industry."


    The Program also provides for the creation of a publicly accessible information resource for technical support of an open source software resource and a unified Software Registry used in government bodies - in other words, some standardization will take place. However, they are also not going to choose randomly used open source software, but a pilot project for the examination of the basic set of open source software is envisaged.

    All this inspires some hope that, perhaps, in the framework of the officially approved state program, there will be a transition to free software, which will allow, if not save on licenses (because I know firsthand the level of corruption with us - I live in one of the largest cities Of Ukraine - it’s very high and the rollback system is brilliantly developed), then at least at a wide level to support the market for specialists on opensource, which really will not slow to affect the IT-market of Ukraine.
