Incorrect interpretation of the rules by KazNIK led to the closure of google.kz
The new rules for registration, use and distribution of the domain space of the Kazakhstan segment of the Internet dated September 7, 2010 really stipulate the requirement for the placement of Internet resource servers of the .kz zone in Kazakhstan. Such measures are aimed at stimulating the development of Kazakhstan's Internet resources.
It is noted that during the preparation and discussion of the rules it was agreed that the principle "the law has no retroactive force" will apply here. According to this “law”, this will not apply to all domain names registered before the introduction of the new rules. In particular, the order of the Ministry of Communications and Information of Kazakhstan dated September 7, 2010 states that, "domain names registered before the entry into force of this order are not subject to re-registration and are valid until the expiration of their registration ...".
However, KazNIK executives misinterpreted the concept of expiration of registration, implying also the procedure for annual payment of registration renewal. This circumstance led to the fact that registrants in the .kz domain zone were incorrectly informed.
The Kazakhstan Association of IT companies informs and informs registrars and registrants that the requirement for hosting servers of .kz zone Internet resources in the republic does not apply to domain names registered before the new rules came into force. Nevertheless, the administration of the .kz domain will always welcome the decisions of the registrants of the zone on placing their Internet resources on servers located in Kazakhstan.
Meanwhile, a misinterpretation of the rules led to the fact that the owner of the largest search engine Google announced the closure of the Kazakh version of the portal due to legislative restrictions imposed by local authorities. When trying to log in to google.kz, the user was automatically redirected to www.google.comin the Kazakh language. On this occasion, Internet corporations noted that "this circumstance will lead to a certain decrease in the quality of search for Kazakhstan users, since the results will no longer be processed in accordance with local specifics."
