Pay taxes through WebMoney - and sleep peacefully

    On June 11, 2010, the State Duma adopted on first reading bill No. 342098-5 “On Amending Certain Legislative Acts of the Russian Federation in Connection with the Adoption of the Federal Law“ On General Principles for the Organization of the Provision of State (Municipal) Services and the Execution of State (Municipal) Functions ” ". Among other things, this document contains one small detail, very pleasant for all residents of the Runet. Subparagraph 7 is proposed to be added to paragraph

    3 of Article 45 of the Tax Code of the Russian Federation :

    [the obligation to pay tax is considered fulfilled by the taxpayer] “from the moment of transferring funds to a paying agent, including in electronic form”.

    In other words, it will be possible to pay taxes through any payment system, including WebMoney and Yandex.Money, as well as through payment terminals, in the same way as utility bills and cellular communications are now paid.

    According to experts , the fate of this amendment is still in question. The Federal Tax Service and the State Duma Committee on Budget and Taxes may oppose it. The Federal Tax Service says that “in its current form and with today's instructions it will not be able to administer such transfers,” and the budget committee officially commented that “the amendments are quite ambitious and affect the fundamental principles of tax administration.”

    However, the main support for the bill is provided by the Ministry of Economic Development. They believe that it is necessary to maximize the use of electronic payments in Russia, because it is extremely useful for the economy as a whole. The Ministry of Economic Development hopes that the rules on the electronic reception of tax payments will nevertheless be adopted in 2010 and will come into force next year.
