The issuance of AS numbers can be handled by a number of organizations. The easiest way is if the providers have acquaintances, then you should contact them, if the provider has the LIR status (Local Internet Registry - Local Internet Registry), then it can for some reasonable money invoke the registration of AS and subnet addresses. In practice, such a service is usually provided for about 8-11k rubles at a time for the registration of a number of organizations for AS and / 24 provider independent subnets.

After choosing an organization, then the path lies at https://www.db.ripe.net/fcgi-bin/webupdates.plit is there that you need to register your organization, contact person and technical support, these data will be required when registering autonomies and it is better to register yourself to be aware of all the data.
