Such close cooperation between the customs services of Russia and China was made possible thanks to the memorandum on the improvement of customs regulation of electronic commerce signed in November 2018.
However, in principle, this memorandum does not change anything. The Federal Customs Service has always been able to check with the nomenclature and request information about the cost of goods, and from any country. But now this information is available in advance, that is, before the parcel arrives at the customs terminal . Thus, checks will become total.
“So far, the exchange of information has begun only on certain categories of high-risk goods, as well as if intellectual property rights can be violated,” Vedomosti reports, citing a representative of the Federal Customs Service, but the list will expand further. “Risky” goods are those for which the risks of inaccurate declaration are high or potentially smuggled.
Now the duty is 30% taxed parcels, the cost of which for a month exceeds € 1000, and weight - 31 kg. From 2019, the duty-free threshold will be lowered: first to € 500 and 25 kg, and from 2020 to € 200.
