    The government of the Russian Federation is discussing the possibility of introducing fines for illegal downloading of domestic content. This is reported by the source RNS Online . In turn, representatives of the State Duma and the Ministry of Communications and Mass Media deny this information and declare that such measures are unacceptable.

    According to the source of RNS Online, which is close to discussing the issue, the Ministry of Culture has been working since 2014 to create the possibility of introducing fines for illegally downloading Russian-made content, primarily films.

    As an effective measure, it is proposed to use the German model, where at the hardware level, the fact of downloading illegal content and the IP address of the offender is revealed, after which a fine is sent to the pirate. The amount of fines in Germany for copyright infringement for individuals reaches 1000 euros.

    Ministry of Culture is considering several options for the application of this practice. One of them is fines for illegally downloading any content, the other for downloading Russian-made content that has a national film certificate.

    According to the ministry, this practice is a logical continuation of the “anti-piracy” law, which was adopted by the State Duma of the Russian Federation . According to the text of the law, any site dealing with the distribution of illegal content may be blocked at the request of the copyright holders.

    According to regulators, after the adoption of the law of online cinema purchases in the Russian Federation has increased significantly, however, there are still not enough quality services in the country to cover all the needs of citizens in entertainment materials. This problem is especially acute in the music field.
