Mobile operators have bothered to secret communication
The bases of mobile operators are sold literally at every corner. A month ago, the Central Bank of the Russian Federation completed a public discussion of the draft instruction, according to which telecom operators are required to provide him with a list of information about the device from which an attempted fraud / cyber attack was recorded. This is such information:
- IP address
- individual subscriber number (IMSI),
- international mobile device identifier (IMEI).
Now MTS, Megafon and VimpelCom have sent a letter to the regulator in which they expressed concern about the Central Bank’s project, because “this information constitutes a communication secret.”
“Such information can be passed on to third parties only by court decision: there is a risk that employees of cellular operators are held accountable, as they are obliged to provide communication secrets,” the letter said, a copy of which, apparently, Vedomosti newspaper received .
Lawyers explain that, according to the definition of the Constitutional Court of 2003 and 2008, “the secret of communication is made up of any information transmitted, stored and installed using telephone equipment, and not just the content of the negotiations”. Thus, in order to exchange information about IP addresses, IMEI and IMSI without the consent of the subscriber, changes in legislation are needed. Perhaps it is these changes that are being achieved by telecom operators.
