Russian officials banned swearing on the web under threat of dismissal
A bill has been submitted to the State Duma that prescribes the basic norms of behavior of officials on social networks, Izvestia writes . The document proposes the dismissal of officials who behave inappropriately on the web, with the wording “loss of trust”. It is primarily about behavior that denigrates the state and government agencies, and personal correspondence is not “offset”; only information that is publicly available is evaluated.
According to the authors of the draft law, this measure will ensure the observance of moral and ethical standards, as well as help reduce corruption risks. The amendments are planned to be made immediately in two laws: “On the State Civil Service of the Russian Federation” and “On the Municipal Service in the Russian Federation”.
“When hiring at the positions of state and municipal employees, in addition to resumes, applicants will have to send links to accounts in social networks to the personnel department. The reason for the refusal of admission to work may be the spread of information in the network, discrediting the state and state bodies. In addition, the same innovation can also affect those who are already working in state and municipal service: they will have to report on the management of their social networks once a year to personnel managers. And if inappropriate behavior is noticed or a conflict of interests is found, then such an official may lose his position (up to dismissal with the wording “loss of trust” - and then access to state bodies will be closed for him), ”one of the authors comments on the bill.
Interestingly, the parameters by which the behavior of officials in social networks will be assessed are proposed to be clarified by personnel services. Vladimir Burmatov, another author of the document, believes that very often the officials post “some kind of indecency that discredits the authorities, including those where they work.”
“All this can be seen in advance. And our citizens will have the confidence that such people will not fall into power. We follow the path of all developed countries, but they have all this happening much tougher. For example, in the USA, not only state structures, but even private enterprises request passwords from accounts in order to see what is inside them. We do not have this. I think that this is an excess rate, ”says Vladimir Burmatov.
Advisor to the President of the Russian Federation on Internet problems, German Klimenko, has already managed to familiarize himself with the bill. “The question is how they are going to regulate it. The part of the officials who are responsible for sports, for example, should sit on social networks all day long and talk about their achievements, but those who work in the security system, of course, should not do this, ”he said.
