The search engine Google has not connected to the Russian system FGIS and can be fined 500-700 thousand rubles

    Roskomnadzor notified about the penalties for Google, which, at the request of the regulator, did not connect to the federal state information system containing the list of prohibited Internet resources (FGIS). Under Russian law, she is obliged to do this within 30 days after receiving the request of Roskomnadzor. Such a request was sent, but Google ignored it. Now, in accordance with the Administrative Code of the company, a fine from 500 thousand to 700 thousand rubles is threatened.

    “In accordance with Art. 15.8 of the federal law “On Information, Information Technologies and Information Protection”, operating on the territory of the Russian Federation, search engine operators are obliged to exclude Internet sites blocked in Russia ... Roskomnadzor will take response measures in accordance with the Administrative Code of the Russian Federation ”, - said in a statement .

    The decision of Roskomnadzor aroused bewilderment among the experts, because no one knew about the existence of FGIS. Moreover, some believe that such a system does not exist at all.

    Some versions of the FGIS, which Google was supposed to connect to, were expressed by Philip Kulin (“Irrepressible Phil”), author of Escher II telegram . There are three main versions:

    1. I and some experts on indirect data (problems with filtering at Yandex literally until the last weeks, the lack of regulatory and non-regulatory documents of Rosokmnadzor) believe that there is only FGIS in the Roskomnadzor Order of October 2017.
    2. Already very evasive answer "Yandex". When asked whether they were connected to FGIS, the representative of Yandex Ilya Grabovsky said: “If Roskomnadzor did not blame us, everything is logical - we are connected.”
    3. Information from an anonymous source (I can not check, as long as it is “one woman said”): “Phil, there is no FGIS. Even the development specification is not approved. Google could not connect, but apparently stepped and refused to connect. ”

    In his commentary to Vedomosti, the representative of Roskomnadzor, Vadim Ampelonsky, explained that Roskomnadzor would go to court, and he would decide on a fine. If the court takes the side of Roskomnadzor, it will be the first such fine issued by a large Internet company.

    The registry of prohibited sites has been operating in Russia since 2012. It is managed by Roskomnadzor. In the summer of 2018, the State Duma passed a bill introducing fines for search engine operators for issuing links to banned sites, and obliging to connect to the Federal State Statistics Service. The law came into force on September 25th.
