The electronic state of the future. Part 4

    Part 1Part 2Part 3

    National Financial System (OGFS)

The goals of the system are the creation of a single national electronic financial system of the country, a single electronic payment system, electronic state bank, electronic issuing center.

    • The system is the only emission center in the country.
    • The system is the main payment system in the country.
    • All financial transactions must be made in non-cash form and must be reflected in the system.
    • All citizens and all enterprises have accounts in the system.
    • Payments to employees and other payments are made to personal accounts in the system.
    • Citizens can use the money in their accounts using bank cards, smartphones or online payments.
    • Businesses can make financial transactions through online payments.
    • Financial transactions in the system are free for all parties.
    • Lending to citizens and enterprises is interest-free.

Using the national production management system (OGSUP) it will be possible to calculate the exact cost of all goods and services produced in the economy, which makes it possible to estimate the GDP of the whole country in real time. With this information, it becomes possible to regulate monetary emissions in such a way that the total money supply in the country always exactly matches the total volume of GDP.

Due to this, prices for goods and services will remain constant, the purchasing power of cash will remain unchanged. This will create a truly balanced economy - without inflation, without crises of overproduction, without deficit.

    • Implementation of the OGFS system will create a stable, efficient and sustainable financial system of the country, reduce the costs of payments, and clear the financial system of intermediaries and money lenders.
    • The issue of funds will be carried out by software algorithms taking into account macroeconomic information coming from other subsystems.
    • It will provide an opportunity to create a single electronic payment system for all citizens and organizations of the country.
    • It will make the financial system more reliable and transparent, eliminate theft and corruption.
    • Simplify and standardize any financial transactions.
    • It will help make the country's economy more efficient and sustainable.

National system of orders for goods and services (OGSZTU)

The purpose of the system is a centralized order and delivery of any products and services produced by all organizations and enterprises of the country.

    • It is a single national online store, an electronic catalog of products and services with the possibility of online ordering and online payment.
    • It has a web interface, accessible through the personal account of the citizen and the information portal of the enterprise.
    • The electronic catalog is structured by product categories, has filters by manufacturers, specifications, search by descriptions.
    • Each company in the country is obliged to include all its products and all services rendered into a single catalog, into a single database.
    • Prices for all goods and services are calculated and regulated programmatically, manual pricing is prohibited.
    • A citizen or company can choose any goods and services from the entire range presented in the system and make an online order, indicating the desired date and place of delivery.
    • Delivery is carried out using the OGTS system (national transport system).
    • Delivery of the ordered products is carried out at the enterprise’s warehouse, to the buyer's door or to centralized PVZ (points for issuing orders) located within walking distance.
    • Thus, any order is delivered directly, from the manufacturer to the consumer, without the participation of intermediaries.
    • Retail goods and services can be paid at the place of purchase through electronic online cash desks or payment terminals using bank cards or smartphones. Information about any trading operation should be sent to a single system.
    • Citizens and enterprises have the opportunity to make early pre-orders of goods and services without prepayment for the purpose of more accurate production planning.
    • The buyer has the opportunity to refuse pre-ordered products at any time, or confirm by paying for the order later.
    • Buyers can add any goods and services without prepayment to their personal Wishlist. Such orders are considered unmet needs of citizens and they will affect plans to expand production in the future.
    • The system constantly analyzes the history of previous purchases, analyzes the personal data of consumers, identifies their needs and, based on artificial intelligence algorithms, accumulated data arrays, BigData generates individual offers for consumers to purchase products or services.
    • For example, knowing the shelf life of clothes or shoes, knowing the size of the buyer’s clothes and shoes, knowing preferences for color, style, style, material, the system will, by the time the shelf life expires, offer the buyer to buy new clothes and shoes that suit him personally.
    • All goods and services available to order must comply with GOST.
    • Buyers have the opportunity to leave feedback on any previously made orders, indicating the rating of each product.
    • Grades can be assigned on a five-point scale or by another principle.
    • If the buyer gives a negative, low rating, he must justify his assessment with a recall, a reference to the product quality mismatch with GOSTs, a photograph, an expert opinion and other factual evidence.
    • Manufacturers must respond to feedback and troubleshoot problems identified by customers.
    • Positive ratings will increase the rating of goods and enterprises, negative ratings will lead to lower ratings.
    • Ratings of enterprises affect the wages of management and employees of the enterprise that produces these products. This will force enterprises to respond to the opinion of citizens of the country and constantly maintain high quality products.

    • The implementation of the system will simplify and speed up the entire process of ordering, payment and delivery of goods and services.
    • It allows eliminating intermediaries from the purchase and sale process, avoiding product price cheating, eliminating unnecessary steps on the path of goods and services from producer to consumer.
    • It will create close feedback between consumers and producers, and will allow more fully and faster to convey to consumers the needs and problems of consumers.

    National Transport System (OGTS)

The goals of the system are the creation of a unified, centralized, nationwide system of passenger and freight transportation, the organization of a unified system of logistics and storage of goods, ensuring quick, cheap and high-quality delivery of products to consumers anywhere in the country.

    • The system consists of warehouses of various levels, sorting centers, transport routes, vehicles and a single electronic system for managing freight and passenger transportation.
    • All existing transport enterprises in the country should be managed using a single information system.
    • The system should provide direct delivery of goods from the manufacturer to the buyer without intermediaries.
    • Citizens will be able to order using the system any tickets for travel by any means of transport to anywhere in the country and the planet.
    • Enterprises will be able to order the delivery of any goods, materials, equipment.
    • The system will in real time track the geographical location of each individual vehicle, each order.
    • The system will collect relevant information on the loading of warehouses and vehicles, on the basis of which it will plan traffic flows.
    • Using artificial intelligence algorithms, the system will be able to generate recommendations for public authorities on the creation of new warehouses and sorting centers.
    • The system will simulate in real time the optimal ways of delivering goods and passengers, taking into account the orders of citizens and enterprises made using the OGZTU, OGSUP and other subsystems systems.
    • The mathematical model for the delivery of goods and passengers will be optimized to ensure the shortest, fastest and cheapest delivery of any goods.

    • Implementation of the system will allow optimizing freight and passenger transportation in the country, reducing the cost of delivering goods and passengers.
    • It will increase the speed of cargo delivery.
    • It will reduce the cost of storage of goods.
    • It will optimize the use of warehouse resources.
    • It will reduce the number of services on all modes of transport, reduce the amount of unproductive costs.
    • The integration of the transport system and other subsystems into a single country's management system will make it possible to achieve a powerful synergistic effect from combining the capabilities of different subsystems.
