Children Information Security Concept

The age-psychological approach to assessing the harmful effects of information products on the mental development, health and psychological well-being of children, which formed the basis of the Federal Law “On the Protection of Children from Information harmful to their health and development,” has shown its rather high efficiency.

The process of socialization through traditional institutions (families, schools) is increasingly being supplemented by the mass media and mass communications, especially the information and telecommunication network "Internet" ..., which are becoming the most important institutions of socialization, education and enlightenment of the new generation, to some extent replacing the traditionally established forms. This mainly happens in cases where parents (legal representatives) in the family are suspended from their responsibilities for raising and developing children and transfer them to external players.

And the list of goals that you need to strive for is not bad. With small reductions:

• the formation of children's skills of independent and responsible consumption of information products;
• the formation in children of a positive picture of the world and adequate basic ideas about the world and man;
• fostering children's responsibility for their lives, health and fate, the elimination of social consumerism and infantilism;
• learning by children of the system of family values ​​and ideas about the family;
• development of a system of social and interpersonal relations and communication of children;
• the satisfaction and development of the cognitive needs and interests of the child, children's curiosity and research activity;
• development of creative abilities of children;
• education in children of tolerance;
• development of children's identity (civic, ethnic and gender);
• the formation of healthy ideas about the human sex life;
• emotional and personal development of children;
• the formation in children of a sense of responsibility for their actions in the information space;
• education of children as independent, responsible and independently thinking individuals with the goal of eliminating social dependency.
  

The view on the purpose of information technologies is also interesting: “information and communication technologies can be key policy elements that help preserve the culture of Russia , strengthen moral and patriotic principles in the public mind, and develop a system of cultural and humanitarian education.”

The list of principles for ensuring children's information security it is alleged that the state is responsible for “respecting the legitimate interests of children in the information field”. Family responsibility is not even mentioned.

It is logical that at the same time ensuring information security should also lie on the state (the one who is responsible for the result). But no. “Ensuring the information security of children is possible only under the condition of an effective combination of state and public efforts with the decisive role of the family .” In this connection, “the most important task is to establish a coordinated interaction between the family, the main institution of socialization and parenting, with the state and all elements of the modern media market - producers and content distributors, psychological and pedagogical expert communities and expert communities in the field of art azovaniya ". • the use of narcotic drugs, psychotropic and (or) stupefying substances, tobacco products, alcoholic and alcohol-containing products, beer and drinks made on their basis;

• other types of unlawful behavior and (or) crimes.

Taking into account the psychological, pedagogical and artistic-cultural aspects in assessing the content of information products in the context of ensuring the information security of children allows for personal, moral, and cultural development of children participating in the global information process.

An important element of this process (note: the vigorous activity of regulatory and law enforcement agencies to curb the facts of illegal distribution) can be the involvement of journalistic communities, self-regulatory organizations and public organizations.

It can be predicted that the attention of regulatory authorities in the near future will be drawn to libraries:

The process of transition of the Russian Federation to a post-industrial society is accompanied by a consistent computerization of general education organizations and organizations of additional education, other institutions for minors, including children's and youth libraries. In this regard, it is advisable to provide for the introduction of effective modern hardware and software to protect children from information that is harmful to their health, moral and spiritual development, ensuring compliance with established hygiene and safety rules when using computer technology. This requires the formation of a mechanism for the efficient use of funds allocated from the federal budget and budgets of the constituent entities of the Russian Federation for the computerization of schools and children's libraries.

Marks the document and some excesses:

it is inappropriate to expand the interpretation by law enforcers of such terms as “violence and cruelty”, which may lead to the fact that children will be limited in access to military-historical information products, which, in modern society, are the most important element in the formation of patriotic beliefs among the younger generation.

Along with the prohibition of information products that could harm the development and health of the child, the state and society need to contribute to the creation of conditions that ensure positive socialization and individualization of the child, his psychological well-being and a positive worldview.

What is expected as a result of the implementation of the Concept? By 2020:

A new media environment will be created that meets the following characteristics:

• the presence of developed information and communication mechanisms aimed at the socialization of the young generation and the disclosure of its creative potential;
  children's free access to the historical and cultural heritage of previous generations;
  a qualitative increase in the level of children's media literacy;
  an increase in the number of children sharing the values ​​of patriotism ;
  harmonization of inter- and intra-generational relations;
  promoting a healthy lifestyle among the younger generation;
  the formation among children of a steady demand for high-quality information products ;
  decrease in the level of illegal and criminal behavior among children;
  the formation in children of a respectful attitude to intellectual property and copyright, a conscious refusal to use "pirated" content
  

The implementation of the Concept is entrusted to the Ministry of Communications of Russia (together with other interested federal executive bodies).

I must say that the Concept is not the only document of this kind. There is also say the
National Strategy of Action for Children for 2012-2017 , approved by Decree of the President of Russia dated June 1, 2012 No. 761.

The development of high technologies, the country's openness to the world community has led to the insecurity of children from illegal content in the information and telecommunication network "Internet" (hereinafter - the "Internet" network), exacerbated the problems associated with the sale of children, child pornography and prostitution. According to the Russian Ministry of Internal Affairs, the number of sites containing materials with child pornography has increased by almost a third, and the number of Internet materials themselves is 25 times. Development and adoption of standards for minimum guarantees of access to income and social services that define the main indicators of the quality of life of children, including the minimum guaranteed income, guaranteed social housing, family vacations and food quality.

Formation of the legislative base for reforming the organization of work of the guardianship and guardianship bodies to protect the rights of children.

Creation and dissemination of information on the rights of the child, adapted for children, parents, teachers, professionals working with and for children, through the media, the Internet, organizations and institutions for children.

The words are not bad. But let’s pay attention to the fact that we are not talking about improving the well-being of the family - providing opportunities for earnings, the growth of benefits, etc. This is not about working with parents of psychologists. Children need a comfortable family environment. Juvenile justice.

1. The state is completely satisfied with the measures and means of filtering Internet access - including IP blocking. Accordingly, no measures to implement mechanisms to block access to specific pages are not provided;
2. The state has drawn conclusions about their opposition to the Internet community and is considering working with journalists and public associations;
3. The purpose of the Concept (including filtering access to various resources) is (including) the eradication of piracy and the growth of patriotism;
4. The document provides for "the formation of a mechanism for the efficient use of funds allocated from the federal budget and the budgets of the constituent entities of the Russian Federation for the computerization of schools and children's libraries," as well as the provision in libraries "(while maintaining the functions currently performed by them) of children's media security."
