To exclude various fraud and manipulation, it is necessary to make the vote open. You vote, for example, on a resource like ROI (roi.ru) using your personal electronic key and the result of your choice is published there. Thus, each voter can be sure that his vote is counted correctly, or rather, even counted.

2. Personal voting for all legislative initiatives


Now our interests in the state are represented by popularly elected deputies who put forward legislative initiatives and vote for their adoption. Before the advent of digital technology, there was no other way, the people had to nominate one candidate, because there was no technical opportunity to gather the opinion of all. Now technologies allow us to express our opinions personally regarding laws put forward by initiative groups.

In this case, it would be possible to dissolve the thoughts of all levels from state to municipal, and to save the saved funds for the maintenance of all these civil servants to bring to the masses the usefulness and significance of a particular bill.

He promised a lot and did nothing, said something, without thinking, scoffed on the plane, tarnished his reputation - get a minus in karma. 4. Budget Management


A similar process as in paragraph 2. Part of the budget (not for secret needs) is virtually distributed among citizens and we ourselves determine which project or area we consider to be spent. Where to direct 2.4 trillion rubles - to help Rosneft or to Healthcare with Education.

Of course, for the implementation of such e-democracy, there must be a well-developed infrastructure, everyone should receive an electronic certificate and be able to use the Internet. But most importantly - there must be political will and appropriate motivation of citizens. First of all, people should believe that they have a real voting right that determines the development of the state, and not a dummy.

There is, of course, the ROI resource, but too little attention is paid to it from the state, there is no promotion to the masses. Instead of propaganda news on television, it would be better to talk about the importance of voting for initiatives.
Maybe this is not done, because the one whose name cannot be called raised several initiatives, such as the ban on expensive cars for civil servants or the ratification of article 20 of the UN convention, after which the civil servants' initiative stalled.

In any case, the introduction of modern technologies could already significantly change the public administration system of our country.
