Recently I read an article , the essence of which is as follows: “At a meeting of representatives of Rospotrebnadzor and AKIT on May 20, both sides supported the initiative to amend the legislation, which would allow as a measure of administrative punishment to block information intermediary sites that are not sellers of goods and service providers at the domain name level but at the same time directly receiving money from consumers. ”
Honestly, for all this I have only 1 neutral word - lawlessness (forgive me for the low style of my colleague). The rest come from obscene language. But I'm used to understanding. Therefore, briefly and specifically about what is wrong here:
Who? AKIT is an association of online trading companies. It includes:
Svyaznoy - who saved (?) From bankruptcy last year;
Eneter is a kind of daughter (or rather, a kidney) of the same messenger who goes bankrupt this year;
Ozon - the one that for many years can not even reach the payback point;
Lamoda - the one that showed profitability last year only due to new investments;
As well as Eldorado, 220 volts, Otto, KupiVip and other resellers from the TOP-100 .
Who is not? Recently , E-Bay left this organization and the reasons were as follows: "... support and lobbying of AKITa bill to reduce the threshold for duty-free purchases in foreign online stores from € 1000 per month to € 150 per purchase ... Another initiative advocated by AKIT, but not eBay, is the ban on parallel imports (delivery of goods to the country without the consent of the producers of these goods: for example, buying an iPhone in the United States at American prices and selling them in Russia). "Simply put: instead of competition, we are again and again instilled with a monopoly. By the way, Wikimart left the organization for the same reason.
Summary of previous episodes.In the Russian Federation, a targeted policy has long been pursued to monopolize the electronic commerce market: this is the Federal Law "On the National Payment System", which I will discuss in the second part, but which dared all the small players of online payments and led to the fact that even in such an inert market how money transfers happened not just stagnation, but total destruction of everyone and everything (Raiffeisen Fast Mail - closed; Contact - squeezed out or squeezed and far from a lemon, and ultimately combined with a leading competitor - the Golden Crown under the auspices of a small, ratite bird - at m Unistream, to their regret, while under it's wing did not get, though, and fled, dangling tongue on his shoulder; MoneyGram in Russia can be sent, but it turns out - with difficulty; Instantly - buried under the wording of the boring CBR).
In addition, it was after this law, on whichbankers hoped so, rubbing their sweaty hands with pleasure in anticipation of mergers and acquisitions (and with them bees that lay eggs in the mouth of a single impulse and cannot give birth even to a mouse, so that the trio become a quartet), the massacre of NGOs and banks, the purpose of which was ecommerce including: here you just need to remember about the Master Bank, which had one of the largest Internet acquiring, and, of course, about 24ru, a cat. now bought the ubiquitous "Discovery", about which I will also tell in the 2nd part.
I will say more: electronic money was completely killed by this law.because even WebMoney did not agree to the scheme he proposed, and YandexMoney (unfortunately RBCMoney) with 75% of all giblets sold to the great and almighty, evergreen like a Christmas tree and not ruinous like Carthage. By the way, it’s the Poison that has been persistently and for many years “fighting” with aggregators for many years, at the same time they themselves create a competitor as such and, most importantly, they don’t even try to remove the commission from the systems, proving clearly not with sea foam at the mouth that this fight - purely for the benefit of users.
At the same time, credit institutions themselves received such a regulated industry that Privatbank of Ukraine, now not beloved, was able to go in technology for the very difficult 2013-2014 year much further than most of the top 10 and 20 (etc.) Russian banks; and the identification process is now inferior only to Belarus, however, exactly half a step, which nevertheless leads down.
Finally, it was this law, without revealing the concept of electronic money, that gave us only a dry and at the same time very complex definition that does not reveal the scope and content of the category, i.e. it does not determine its legal nature , but only gives us a description of how electronic money appears, i.e. talks about the mechanism, not the essence. For many, all this seemed to be some kind of legal abstraction, until Bitcoin climbed onto the pedestal, which they could not disclose at all and, therefore, were banned: until - in fact, soon - “by law”: in quotation marks, because the legal technique of this act, if at zero, then at absolute.
3.14Actually, the new one, 2015, did not become something out of the ordinary for me, because it was easy to predict it: and, as practice shows (“e5”, “sotmarket”, “baby boom”, “everets” and others like them) - ecommerce in the Russian Federation did not just move to the consolidation stage, which is widely discussed at all conferences, it walks confidently along the enlargement road. In general, the trend for this state is not new, but it remains unclear why I am so confidently informed that the IT sector and ecommerce, cat. she is alive - these are advanced technologies that can and should be developed, and as a result, they try to trample every industry that is born out of this sea of opportunities, leaving not the best, not the most worthy, but only those in the boat: it doesn't even look like an ark.
In fact: we get bans again, which will eventually lead to new bans (it was so: first - electronic money, followed by digital money). As a resume, it is another outflow of capital, both financially and intellectually (as it was if you are familiar with the electronic money market, then you know that all the small projects have either been sold or gone abroad). At the same time, we, as consumers - and in this case in a positive sense - get products that are good only in that they can control the market.
I have repeatedly opposed such initiatives, because by type of activity I always see the consequences first. Here are some examples:
01. Cellular.In our region, I bought BVK and Rostelecom came instead. It ended - with a sale in Tele2 and the collapse of the team. The second is MTS and the replacement (universal, I must say) of Sim-cards, for which they are responsible in 1 out of 1000 cases, when it comes to court, etc., etc., etc. At the same time, by the way, the honey insect, the notorious pipe and the embryonic form of the egg-laying people take money from e-commerce and not small, but to provide protection and service at the level is not, not in their competence. Believe me, I’m now suing MTS and I understand what I’m talking about.
02. Banks.Yes, I am against banks in principle, but in this system of socio-economic relations I got (the axis), what is around - at every stop, in markets, squares, etc. - one continuous green swamp of fresh and not very seedlings made of steel and glass, where on 100 branches there is one working with the same MG, although the latter pay the former not small ones. About a commission of 1% percentage between cards and so on. - I will not say, but all this is a fact.
As well as the fact that in Russia Internet acquiring remained X and a little: Alpha, VTB24, MDM, SB, Ubrir, Vanguard, RS and recently released Tinkoff. Is this good for stores? No, because the commission in 4.5 - 3.5 at the initial stage is a separate conversation that is to be held, but it is ridiculous, if not to say that it is sad. I’m better not to mention the connection requirements, because I was involved in connecting European acquiring, including online, and more than once I came across the difference between our Rosfinmonitoring and its relatives outside.
03. Flasks.More precisely - their fragments, namely: taxi drivers, fishermen, builders and everything, everything, everyone who went through the "stage of consolidation". Each time the market is given instead of dispositive norms - imperative, instead of work regulations - prohibitions, and as a result - the most affluent, and not small, and often not even medium-sized businesses, are afloat. As a global conclusion, this gives rise to a lack of self-employment of the population and how the state wants to correlate this degeneracy with the principles of freelance (again in an expanded, but quite concrete sense) - it is not clear to me completely, because Google and Gazprom are good, but that’s not what I want to do, and those who like to live, though not always easy, but always on their own. Even if independence alone means something - without an employer or with what will work side by side.
PS I apologize if my thoughts seemed confused or out of place: I consider it necessary to say that since 2008 I have been working in this industry as a lawyer and every year I have to explain to my clients and colleagues what needs to be changed to just continue to work .
It looks absurd because people who are not only willing to work, but also do it every day, creating different, sometimes not even the most massive, but projects, cat. someone needs it, and they pay taxes from this, they also have to adapt every year and wait for what will happen after the bad, instead of planning something good.
I can’t say for everything and everyone, but I see it here, today and where I work, and I can’t help but note, because words and deeds are painfully and diverging in power, cat. More recently, in the person of the Great Sower, she called on business to use “newly discovered opportunities”: tired, honestly .
PPS The question is absolutely not about politics, if suddenly there are some co-opinions: the church, poplar and pipe - of course, not what I would like to see, but in this context the essence of the issue is market movement, cat. clearly likes to be in a trend that spans all of 17,098,242 square meters. km. ... and, in general, it's just a cry of my professional e ears, which have yet to yet to sort through and deliver the dry statistics to show that the little things are often hidden, though, is not the Tao, but Zen.
