Nevertheless, there will still be customs duties on the parcels, and soon

    This conclusion follows from the draft budget of the Russian Federation for 2015-2017, as a whole already approved by the government. How to write to RIA Novosti, at the expense of taxes on Internet commerce is planned to replenish the budget of 60 billion rubles. And they really count on this money.

    Interestingly, the flow of funds is planned to be uniform - at 20 billion a year. This means that duties are likely to be introduced in the near future, since only three months are left until the beginning of 2015. And as we see above, income for 2015 should not be lower than income in 2016 and 2017.

    At the moment, the amount over which a fee will be introduced is still not clear. However, the ministries of Finance and Economic Development are in active correspondence regarding the completion of the law. So, September 11thit became known that the Ministry of Economic Development gave a negative opinion on the bill of the Ministry of Finance, which envisages limiting the amount of purchases in the amount of 150 euros. According to the Ministry of Economic Development, the Ministry of Finance did not take into account the proposals received during the public discussion of the bill and could not justify the requested limit. The Ministry of Industry and Trade also expressed its opinion, proposing to reduce the fee to only 500 euros. However, no matter how much the ministries agree, as we understand it, it should provide budget revenues.

    Therefore, if you planned before the end of the year to buy yourself something expensive in a foreign online store, or to combine several expensive parcels into one in order to save on shipping, it is best to do this in the near future.

    Where did these duties come from? Oddly enough, domestic traders started talking about them. So, at a meeting with the President of Russia, the general director of Ozon Holding said that every year the country's budget loses about 98 billion rubles due to "imperfection of the legislation in the field of online trading with foreign countries." Moreover, trade representatives can be understood - the same Ozon (which many call domestic Amazon), according to Izvestia, finished 2013 with a net loss of 620 million rubles. A year earlier, the loss was 610 million, and in 2011 - 211 million rubles.

    At the same time, it is a mistake to think that it is only Ozon that is not able to make a profit. As Izvestia writes, a similar story is characteristic of many large online merchants. So Enter.ru - ended the year with a loss of 4 billion, KupiVIP - 530 million, Sotmarket - 70 million. What happened to the White Wind, you all already know, and there is a feeling that others will soon join it. So the duties are designed to revive almost the entire industry of domestic Internet commerce and they are likely to be introduced.

    In fairness, it should be noted that the same Amazon for a long time was unprofitable and in the second quarter of this year showed a loss of 126 million dollars (4.8 billion rubles).

    What to do and how to circumvent future restrictions?
    1. As already mentioned above: if you planned expensive purchases within the old limit of 1000 euros, then it is better to do this as quickly as possible. Moreover, the growth dynamics of the dollar and the euro is clearly not playing in our favor.

    2. Send by intermediary or mail forwarder through Kazakhstan. Unfortunately, a hopeless direction. The fact is that on January 1, 2015, an agreement on the creation of the Eurasian Economic Union (EAEU), signed by Russia, Belarus and Kazakhstan, comes into force. The consequence of the entry into force of this agreement will be the establishment of common customs limits on the territory of the aforementioned union, and this automatically negates the ability to bypass the reduced duty-free threshold by delivering goods from foreign online stores through Kazakhstan.

    3. Send by intermediary or mail forwarder, but NOT through Kazakhstan. We discussed all prospects with representatives of Shopozz on Habré:
    - introduction of new types of services, where expensive goods will be "split up" into several parcels;
    - duty-free delivery of goods from China, Germany, Britain, Japan through Shopozz. All goods are cleared by a legal entity and, thus, the client of the aforementioned service receives the parcel not from abroad, but from Russia. Consequently, there are no duties other than the standard payment for delivery, which already includes the cost of customs clearance of groupage cargo of a legal entity. I will add that service representatives shared their plans to open by the end of 2014 another direction of free forwarding mail - in Germany;
    - Duty-free delivery of goods from the United States through Shopozz. At the moment, negotiations are underway with a number of carriers, thanks to which there will be the possibility of customs clearance of goods from the United States similarly to the above method.
