In connection with this situation, Microsoft intends to lobby in the U.S. Congress for easing visa policies for highly educated engineering personnel who would like to get a new job in the United States and invest millions of dollars in new education programs in technology, engineering and mathematics (what is called the United States STEM - Science, Technology, Engineering, Math). The same program also includes the allocation of funds for the training of teachers for schools that are familiar with modern computer technology.

According to Smith, in Microsoft itself there are more than 3400 vacancies for researchers, developers and engineers, which the company hopes to fill as quickly as possible at the expense of foreign specialists, for which it is ready to finance the distribution of 20,000 green cards from the US federal reserve (each cost $ 15,000 for the company).

The bill, submitted by Microsoft, will be considered by the US Congress next year.
