Discussion of government programs to support start-up entrepreneurs has repeatedly raised on the pages of our collective blog. But, since there are several self-employment subsidy programs, I still want to stay with one of them, which, for some reason, was practically not paid attention to.
Currently, the state subsidy program for self-employment provides an opportunity for a citizen registered at the employment center to be unemployed to organize his business and receive the largest lump-sum subsidy (up to 30 minimum wages).
You may be interested to know how exactly an ordinary person from a simple Russian city can take and receive a subsidy for the development of his business in the amount of 327,000 rubles.
How much time and effort was spent, what obstacles stood in the way of achieving the goal - everything will be briefly described under the cut.
In each region, as you well know, the minimum wage is different. Six months ago, the minimum wage in Moscow amounted to 10,900 rubles. 30 minimum wages - 327,000 rubles.
So, what is needed to receive a subsidy:
• Quit, at least “on paper” in order to register as unemployed. In practice, this means that a) there must be a note on your dismissal from your last job in the work book; b) the employer should not make any deductions for you and c) you should not be a student, a pensioner, a founder, a director of a legal entity or an individual entrepreneur.
• The following documents must be submitted to the Employment Center (CSP): passport, work book, diploma of education, SNILS (pension insurance number), TIN, details of your personal account with a savings bank. There you fill out the necessary applications, they will give you all the forms.
• You will have to wait some time during which the employment center will check the submitted documents (it took me about two weeks). At the end of the audit, a decision will be made on registering you as unemployed. By the way, from this moment on you will receive a small unemployment benefit.
• After receiving a copy of the order that you are unemployed, you need to contact the work center department for self-employment subsidy programs (in my work center there was a special office like this), find out in what form it is necessary to draw up a business plan and what documents must be additionally submitted to participate in this program. You will sign some more papers, you will be given a brochure with explanations, and if you're lucky - a sample business plan. In its image and likeness, you will sculpt your “brick”. In an extreme case, you can always find samples using a do-it-yourself-what search engine.
• In parallel, it will be necessary to pass several simple tests by a psychologist working in the work center. Based on the test results, you will be given a document stating that you are recommended to allocate a subsidy for organizing your own business. It all took me half an hour.
• If there is not enough knowledge to organize your business, seminars are organized at the work center, which explain the basics of entrepreneurship. I myself have not attended a single seminar because I have experience as a lawyer and freelancer, so I will not dare to judge how well training is provided in them and whether attending such seminars is worth the time spent.
• After completing work on a business plan, it must be submitted to the work center for subsidies. If, according to formal signs, the business plan meets the requirements, you need to sign it on each sheet and attach copies of all the same documents (passport, labor, TIN, etc., they will tell you). Employee of the employment center will need to provide an electronic version of your business plan with all schedules, calculations, estimates, etc. After that, the business plan will be sent to the financial commission.
• The financial commission is a special stage. The audit is conducted by independent experts who decide either on approval or on the need to finalize the business plan in accordance with their wishes. My "brick" was checked for two weeks, approved immediately.
• If the experts make a positive decision, sign an agreement with the Department of Labor and Employment (DTiZN) on the provision of subsidies to you.
• In accordance with the concluded agreement, register either LLC or IE, open a current account, with all supporting documents, come to DTiZN within the period established by the agreement (I have - within 30 calendar days).
• Within 20 days after receiving the DTZZ of all documents, 327,000 rubles will be sent to your account.
• Profit!
To implement this project, it took more than three and a half months (and this despite the fact that I had to spend eight hours a day on my, say, informal work).
