New domain registration rules: protection against porn?

The other day, the Coordination Center is, if someone is not in the know, the organization in charge of the zones of .ru and .rf domains has uploaded a draft of new rules for registering domain names. Let me remind you that soon a year has passed since the start of open registration in the Cyrillic zone.

So, the new rules. Of the significant changes - domain activation will be done via SMS, according to the scheme used, for example, by social networks. I remind you that connection to mobile operators is carried out in the Russian Federation only upon presentation of a passport. But now is not about that. The most, in my opinion, question requiring attention here is the following point:

5.5. Domain delegation can be terminated by the registrar on the basis of a written decision of the head (deputy head or an official equivalent to it) of the agency conducting operational-search activities.

That is, any site can be closed at the request of the police. It is clear that this is a step in the fight against pornography, and it is understood that there must be sufficient reason for this. But in fact, it may turn out that one should worry not only the owners of porn sites, but also ordinary users. The main thing I want to find out is is there any classification, a scale by which you can clearly determine that, for example, your gallery of nude photos will not cause you to be left without a site?
