Electronic reporting

    The post has matured due to recent changes in the tax legislation of Ukraine, and the introduction of a monthly submission of personal income tax reports (even empty ones) and I think many people saw the lines: and my friends asked to shed light on such a thing as electronic reporting and should it bother. Definitely worth it. (I would be stupefied in such a queue) So, what do you need to submit reports to the tax e-mail. Three stages:





    1) Agreement


    Download the standard contract with the tax inspectorate in duplicate here.
    Having taken it, filled in and printed out the contract, put it in daddy like the first thing in the quest.

    2) Certificates


    We need to purchase certificates, our electronic signature. For an individual, you need 1 \ 2 certificate (the entrepreneur’s signature and if the seal is registered) for a Legal entity 2 \ 3 certificate (Director’s signature, seal, and if an accountant is registered, then that). Keys usually cost a little more than $ 10 per item per year.

    And so, we decided that we are an individual, we need one certificate. Now you need to decide on the certification center. Everything is simple :) though they say that there are 5 of them, but in fact, without a problem (that is, suddenly you will not stop receiving reports due to the fact that the center has lost accreditation or any other dirty trick)
    • USC (Ukrainian certification center) is our choice ... at the moment, the most non-problematic and convenient certificates are due to the fact that they are “covered” by the former / current ones of the tax authority.
    • CPI - problematic
    • MasterKey - problematic (they say they lost their accreditation, but continue to sell certificates ... although in fact there were good certificates)
    • Employment Center Certificates - Problem
    • some more ... I don’t remember.

    So I think we have chosen a certification center. We collect a set of documents and go to the representative.
    By the way, certificates can be done anywhere, in any city of Ukraine where there is a representative office, here are some of them.
    Note:
    • representative offices can offer services for the formation of an application for certificates (hryvnia 100+ ($ 12.5))

    Now we also have certificates ... the second item in the quest. Now you can go to the tax office and conclude an agreement with it (just give it to your account for signature) you will be asked for certificates, you will name your TIN and they will be able to extract your keys (open part) from the database or bring them on a carrier.

    3) Program


    And so ... we have a contract and have certificates. Now we need to sign something, namely the reports ...
    In order to create a report and it was of the correct structure, we need a program in which we will generate reports.

    2. and one more - stupidly the program, updates, sending out an e-mail about new versions and a minimum of goodies (there appears earlier than on the off site :))


    because Since the program is state-owned and free, it slows down at large reports and does not know how to sign and send reports (it can learn); therefore, download another demo version of Best Sound (for signing reports and sending them)

    After creating the report, import it into the demo best zvita (after setting up its mailer: where to send zvit (sabaka) sta.gov.ua + imported certificates of the electronic reporting processing center) and send it. In response, we receive three receipts:
    1. Report delivered
    2. Accepted / not accepted at the central level
    3. adopted at the district level


    the longest in this matter is certificates (they can do it in an hour, or in a week)

    upd2. I can give a competent assessment in this regard, because I work in a tax system administrator. (While still directly engaged in electronic reporting, although fewer and fewer levers are left at the district level.)
