
The government will make a list of cheap sites
By analogy with the “social package” of eight television channels, the VGTRK company proposed that the state form a similar social package from important websites that must be guaranteed to be accessible to the entire population of Russia. Up to the point that providers will be obliged to provide cheap access to these sites for all citizens (they can cover costs, for example, due to tax benefits).
VGTRK made this proposal to officials on December 24 at a meeting of a working group under the Ministry of Telecommunications and Communications on the development of Internet in the regions, Vedomosti writes . The Ministry of Communications promised to prepare a proposal and send it to the Ministry of Finance.
What sites to include in the social package - have not yet decided. The All-Russian State Television and Radio Broadcasting Company proposes to consider the official site of the Kremlin socially significant ,the government’s website , as well as a number of its own Internet projects - for example, the Bibigon Mir children's site .
VGTRK’s proposal can be implemented by issuing a government decree. But, perhaps, the Law “On Communications” will also have to be changed, otherwise preferences for individual sites can be interpreted as restricting the ownership rights of providers (for example, communication channels).
