Something about using Latin in Cyrillic texts

Should I frame a proper name written in Latin letters, quotation marks in the Russian text? What about mixed names, in which part is written in Latin and some in Cyrillic?

The author of " Quoting Quotes on Sites ", respected heath , believes that you need to highlight all proper names equally.

The rules do not agree with him:

Traditionally, in Russian texts, Latin-written names are not enclosed in quotation marks, since the design of a word or phrase by means of another graphic system is in itself distinguishing.

It is advisable to enclose the names in two alphabets in quotation marks in order to emphasize the integrity of the name, which, due to the combination of symbols of different graphic systems, is visually broken into pieces and not perceived as a whole.

For example: Russia Today TV channel ; but: "Our Russia . "
