Brevity and conciseness - the future of the web!

For the sake of interest, I decided to surf as usual across the open spaces of the network, but this time I decided to pay attention directly to all points of content. About half of the sites viewed were a couple of years ago: from them you can list on your fingers resources that paid attention to content and did not write “Welcome ...” (looked at sites on trade topics) - LG , IKEA
    IKEALG

and several other large companies, which, as it should be Expect well spent so that their sites look readable and nice.
Why not put the content on equal priority with design or usability, because this is no less important part ?!

But in what way can this idea be conveyed to the general public?
I propose to create a resource similar to the rating of sites by attendance, only the rating will not be attendance, but the  quality of the content , because if you think about it, the web will look more decent if the majority will strive to take out only the necessary information and not litter their precious resources.
Naturally, this will in no way relate to personal blogs, social. networks where the community plays the initial role;)
