To providers, do not "sleep"!

    Starting January 1, 2008, new rules for Internet providers begin to apply.
    Now providers are required to report to users on how they deal with spam. “The operator is obliged at the request of the subscriber to block access to certain sites and indicate in the contract what measures the company is taking to combat malware and spam.”

    “The document requires operators to give telephone consultations around the clock and free of charge about services, about setting up software and modems for access to network, about tariffs and faults. The operator is now responsible for the quality of the services provided. That is, if the subscriber agreement indicates the connection speed from subscriber to operator at 256 Kbps, and the actual rate is two times lower, then the user may demand a decrease in the cost of services. ” And in this "funny" document there is the following paragraph (subscribers, tremble!):
    VII. 72. “In case of non-payment, incomplete or untimely payment of telematic communication services, the subscriber shall pay the operator a penalty in the amount of 1% of the cost of unpaid, partially paid or untimely paid telematic communication services, if a smaller amount is not specified in the contract for each day of delay. .. ” Read the decision
