Electronic wallets in the Russian Federation are going to be tied to a client’s bank account

    The state continues to combat malicious anonymity on the Internet, tightening regulation in all areas. Yesterday it was reported about the planned connection of online media to the Unified User Identification and Authentication System , and the ban on anonymous Internet payments has been discussed for a long time . The only question is how to implement it technically.

    The deputy head of the Federal Financial Monitoring Service (Rosfinmonitoring) Pavel Livadny suggested that the best way to prohibit anonymous payments is to link e-wallets to a client’s bank account.

    The corresponding bill is planned to be developed by the end of this year .

    It is no secret that using anonymous payments, users hide money and finance the activities of terrorist and extremist organizations, including through crowdfunding. For example, recently unknown persons financed the SORM attack project via Yandex.Money .

    The position of Rosfinmonitoring is agreed at the Central Bank of the Russian Federation. Deputy Chairman Dmitry Skobelkin is confident that cashing through the use of "electronic wallets" has acquired serious proportions. And this tool is the most difficult to identify regulatory authorities.

    Independent experts warn that the user identification procedure should be as simple as possible, otherwise it will damage the financial system and retail trade. Now 300 billion rubles annually pass through e-wallets, and the turnover is growing by about 30% per year.
