Bitcoin has not yet been banned completely in the territory of the Russian Federation (the bill has not yet been adopted), not a single Russian has been sent to prison for bitcoins. However, the Federal Financial Monitoring Service is already planning further actions after the complete ban on Bitcoin. One of the options is the issue of its own national cryptocurrency, a kind of “fixed and improved” version of Bitcoin. The plans were announced by the press service of Rosfinmonitoring.

Russian national cryptocurrency protects users from risks. It will be made fully controlled: the issue will be regulated, issuers - licensed, exchange rules - regulated, and unnecessary anonymity will be minimized.

According to Rosfinmonitoring, government regulation will insure against the risks of using cryptocurrency in shadow schemes, protect the rights of bona fide consumers, and possibly reduce the cost of financial transactions.

Now Rosfinmonitoring is holding consultations with interested parties, the idea is being discussed with representatives of banks, at meetings in the Ministry of Finance and the Central Bank.

While the idea was formulated in general terms, but the main principle is defined quite clearly. The Russian cryptocurrency will not be like an anarchic Bitcoin, in which there is no issuer with established rights and obligations. In Russia, they will surely establish “financial organizations that will be entrusted with the issue of cryptocurrency”.

Companies and citizens will be able to exchange rubles or other currencies for cryptocurrency in the so-called exchangers - at special electronic platforms - according to regulated rules. The identity of the person acquiring the cryptocurrency will be identified.

Anonymous payments - the main threat to Bitcoin, from the point of view of the Federal Service for Financial Monitoring. This is quite understandable, because with anonymity of payments, the meaning of the existence of the federal service itself is lost.

Regulated and state-protected cryptocurrency will be more convenient than the anonymous bitcoin for the general public, lawyers say: “If you pay a cryptocurrency and deceive you, no court will consider such a claim. And therefore, settled and approved by Rosfinmonitoring and the Central Bank of the cryptocurrency in any case will have a positive effect on calculations with its use. And it will be a plus for both end users and for the issuer, ”said Yevgeny Korchago, chairman of the“ Starinsky, Korchago and Partners ”bar. It is also quite understandable, because if the court does not consider Bitcoin lawsuits, then the lawyers cannot like this currency in any way.
