This fueled my interest in order to promote this tangle of "mobile subscriptions" and share my research with you.
Readers pointed out to me a large number of inconsistencies in the previous article, which would allow the operator to fight back the complaint to the supervisory authority.
Remote purchase of goods and services with debiting funds from a mobile phone account (if there is no content account) is regulated by clause 5 of article 44 No. 126-ФЗ “On Communication” and all this happens in an offer-accept form (Articles 435-438 of the Civil Code of the Russian Federation).
If the client turned to the mobile operator with a request to create a special content account, then payment for the services of third-party organizations can be carried out only from this account.
The idea was really cool for its time. That is, if I want to order pizza home, then just select the pizza on the pizzeria website, enter the delivery address and click the pay button. The funds will be debited from the mobile phone account. There is no need to constantly enter bank card details.
Now GooglePay and ApplePay have appeared, which also allow you to pay in online stores. Therefore, wap-click technology is already outdated.
But not for scammers ... To date, I have not found a legal product or service that can be paid for through wap-click technology.
How this technology is actually applied:
You are angry, call the call center of the mobile operator and yell. The operator replies that you yourself have agreed to these conditions and will be almost right, because the text of the last picture is:

Neither on the offer page, nor on the site itself will you find the location of Informpartner LLC. And you will not find other details there.

After I published the article “How Megafon slept on mobile subscriptions” , the owner of the site contacted me, who transferred me to the mobile subscription landing. He said that someone inserted a code in his website that analyzes the visitor and, if the client is a mobile operator, then redirects to the landing page.
And considering that the content of the site is more aimed at citizens of the Republic of Belarus, and the redirection occurred only for subscribers of the Russian Federation, this hack was almost invisible to the site owner.
I have reason to believe him, since I myself worked in the CEO of the company and clients came to us with a diverse zoo of hacked sites that I had to fix.
Thus, there are several participants in this structure:
The user comes to the "toxic" site where the script checks where the "non-mammoth" came from. In the event that he came from the address pool of PJSC Megafon and for a number of other conditions, it redirects to the arbitration court website. That, in turn, redirects to the customer’s landing page (in our case, vsewap.ru).
“NonMammoth” sees a text that does not hint at anything and presses “Continue”. Further, on the same page, which already belongs to Megaphone, it is written in small text that the service is paid and the bright “Continue” or “watch” button.
“Non-mammoth” presses this button and the certified equipment of Megafon records unconditional agreement with the subscriber's ip address. Money is debited from the subscriber’s account and Megafon sends money to the content owner. He, in turn, pays a commission to the arbitrator. Only the site owner will eventually get into the black list of browsers
A very interesting snag is that the subscriber, in most cases, has the legal right to distribute the Internet from his phone to any device for any person.
In this case, it is impossible to establish exactly what the subscriber pressed the button, and not another person who connected to the Internet through this device.
Therefore, by virtue of Art. 438 of the Civil Code of the Russian Federation, the operator cannot determine exactly who accepted the offer ...
Thus, the wap-click technology is no longer legal. This is an occasion to contact the regulatory authorities!

Please note that there is not a word that the service is provided by Informpartner LLC. I connected via the Internet from Megaphone and clicked on “content”. Of course, I threw it on the validator.
The key here is that the service is provided by Informpartner LLC.

And this whole subscription system is the brainchild of Megaphone itself. And when debiting funds for the allegedly services of the content provider Informpartner, the subscriber leaves the same Megaphone.
Probably the same scheme is with other mobile operators, but Megaphone was not lucky, since it was he who first showed me the landing page with a subscription.
I ask knowledgeable people in the comments to supplement the legal aspects, maybe someone will write a complaint template to the regulatory authorities.
