Quest. How to get a state electronic digital signature in Belarus

Now many state organizations in Belarus urgently issue electronic digital signatures on their managers. Why urgently? Including, because 01.01.2016 the deadline for the execution of Decree of the President of the Republic of Belarus No. 157, issued on April 4, 2013, according to which all state organizations, and even all OJSCs with a state ownership share of more than 50%, must be connected before January 1, 2016 their departmental electronic document management systems to an interdepartmental electronic document management system, the so-called SMDO. Of course, for starters, these electronic document management systems should be.
And digital paradise will come. The paper will gradually disappear from the workflow, and everything will be accelerated and automated.
But to get this digital signature is a small such quest. Here about this quest here I will write in more detail.
So, on points.

1. Determine who in the organization has the right to sign.
It is clear as day that the head has the right to sign (director, general director). But his deputies have this right by proxy, or by order of the distribution of duties. Still in this list may be the chief accountant. This means that we determine the circle of people who will receive EDS by interviewing and examining documents.

2. Preparation of a package of documents for each receiving EDS
Here you need to start a little from the end.
a) First, download the form from the website of the Republican Certification Authority (RTC), which is an annex to the contract on the receipt of the public key. This is a list of consumer information.

b) Fill out the form for each receiving EDS.

c) We are straining the lawyers of the organization to issue copies of certificates of registration of the organization and the power of attorney for everyone except the general director. The form of the power of attorney cannot be changed, no matter how much the lawyers want, it is reinforced concrete.

d) We are going with filled forms to this very RTC (for the Minsk region, at the address: Minsk, 25 Masherova Ave., second floor, “room 3”)
Only on December 1, 4 regional centers of the RTC began their work at the following addresses:

e) In the RTC you will be given out contracts and invoices.

3. Sign contracts, pay on each invoice.

4. All the big bosses to go PERSONALLY to receive the EDS funds.
This is the most interesting, there are nuances. Big bosses are not used to (or have already lost the habit of) personally going to some kind of institution in order to sit in line for a long time. Therefore, they diplomatically need to sort through what and how to do, and better - write a memo.

5. After managers receive the digital signature funds, you need to write instructions for using these funds.
The most difficult thing in this is not the writing of the instruction itself, but the conveying of the thought that the digital signature is the same as the usual one on paper, and that you cannot give it to the secretary to sign it. Otherwise, it’s the same as giving the secretary a pen and saying “you’ll fake signatures for me”. Therefore, the transition to this electronic document is still a breakdown. And all this is ahead.
