Visa allowed banks to take an additional fee from the client for withdrawing cash from “other” ATMs

    The international payment system Visa allowed banks to charge a fee for withdrawing cash from “foreign” ATMs. A new commission from the client will appear in addition to the existing one and will amount to 0.45% + 3 rubles. Perhaps the commission will be reduced to 0.25%.
    Prior to this, the commission from the client for withdrawing cash from the card could only be taken by the banks that issued them. After that, they independently settled with the bank, at whose ATM their client withdrew the money.

    What now do the unfortunate owners of TinkoffBank cards and the like, who do not have their own ATMs? Apparently withdrawing cash without interest now does not work, which causes a lot of problems.

    Many banks have recently reduced their ATM networks, since it was a disadvantageous business, but due to Visa's decision, the maintenance of their own ATM network has become relevant again. Including Oleg Tinkov said that they are going to establish a network of their ATMs in large cities. It’s true that it’s not clear what to do to people in cities less - to pay a commission or change a bank?
