Starting January 6, Belarus will be fined for visiting foreign sites

President of Belarus Alexander Lukashenko imposes unprecedented sanctions on Internet users, Federico Guerrini writes in a material published on the website of the newspaper La Stampa .

“By his unprecedented decision, Belarusian President Alexander Lukashenko intends to de facto nationalize the Internet in his country. With the entry into force of the “Changes to the Code of Administrative and Procedural Violations” on January 6 this year, citizens of a small republic will not be able to visit foreign sites whose servers are located outside national borders. For violation of the law fines of up to 96 euros are provided, ”the newspaper writes.

“We are talking about a convincing rather than effective policy towards the majority of the population,” the author of the article writes.

“Lukashenko’s new law will affect not only individuals: enterprises operating in Belarus can only use national domains, all transactions will be conducted through local Internet resources, and information about them will be available to both tax authorities and security services,” - emphasizes the author of the article.

“Measures have been tightened with respect to wi-fi networks: now the owners of local cafes and other institutions will be directly responsible for the actions of customers. It is no coincidence that Belarus is considered one of the most closed regimes to date, and few Western politicians decide to make visits to this country, ”the author of the article writes.

UPDATE , thanks catsmile for clarification

Firstly, the “Code of Administrative and Procedural Violations” does not exist.
Secondly, as I understand it, we are talking about the law "On Amendments to the Code of the Republic of Belarus on Administrative Offenses and the Procedurally Executive Code of the Republic of Belarus on Administrative Offenses" dated November 25, 2011 No. 317-З. Here are the changes he

makes (I can’t give the link, it’s to a paid service): “Article 22.16. Violation of requirements for the use of the national segment of the Internet

    1. The implementation of activities for the sale of goods, the performance of work, the provision of services on the territory of the Republic of Belarus using information networks, systems and resources connected to the Internet, not located on the territory of the Republic of Belarus and (or) not registered in the established manner,

entails the imposition of a fine on an individual entrepreneur or legal entity in the amount of from ten to thirty base units.

    2. Violation of the requirements of legislative acts on the identification of subscriber devices when providing Internet services and (or) users of Internet services in points of collective use of Internet services, accounting and storage of information about subscriber devices, personal data of users of Internet services, as well as information about the rendered Internet services -

shall entail a fine in the amount of from five to fifteen basic units.

    3. Violation of the requirements of the law on restricting access of Internet services users to information prohibited from dissemination in accordance with legislative acts -
