Now the scientific world is undergoing reform. Subject to change are the Higher Attestation Commission, Dissertation Councils and, most importantly, degrees of sciences. It is discussed that in the near future, Russia will move to a European system of conferring scientific titles. And this will lead to the closure of candidate dissertation councils and to the abolition of the degree of candidate of sciences .

In 2003, Russia joined the Bologna process, which unifies the standards of education and scientific activity. In the framework of this process, the ladder of scientific ranks in domestic science should become the same as in Europe: bachelor, master and doctor. The title of bachelor and master will be awarded by the university, and the title of doctor - dissertation councils. “There are no candidate councils in the new draft regulation on dissertation councils.” Said Elena Nechaeva, Director of the Department of Scientific and Scientific-Pedagogical Personnel of the Ministry of Education and Science.



According to the new system of academic degrees, there are:
Bachelor - holder of a university degree (bachelor of arts, bachelor of science, bachelor of education).

master- holder of a university degree (master of arts, master of science) - “master of philosophy” (M. Phil). In other words, this is a proto-doctoral degree characterizing its holder as a candidate for a doctor.

Doctor of Science - holder of a Doctor of Science degree (European Ph.D.)

The reform process implies several fundamental changes:
1. Only selected universities (not lower than research status) should be entitled to master's programs.

2. It is radically necessary to reduce the number of dissertation councils, to substantially strengthen the composition of the expert councils of the Higher Attestation Commission.

3. Master dissertations should be independently certified, and not just finally approved in the "native" university.

4. Graduate studies should be changed to Ph.D. departments (departments of doctoral students) with a completely different curriculum, where each course is a discussion of world scientific achievements over the past 3-4 years. Such a program should take two years. Supervisors of doctoral students should only be doctors of sciences, especially with a Ph.D. And three years should be allocated to the actual preparation of the dissertation.

The conclusion from the above: the reform of the system of academic degrees requires preliminary profound changes in the entire university system of Russia and no less profound changes in the activities of Rosobrnadzor and the Higher Attestation Commission.

- Doctor of Science degree in the field of science according to the nomenclature specialties of scientists;
- Ph.D. degree in the field of science according to the nomenclature of specialties of scientists.
