How the Unified State Register of Legal Entities is organized - a unified state register of legal entities

The Unified State Register of Legal Entities is the state register of legal entities that stores data of 10 million Russian companies. Manages the FTS directory.

From USRLE we take the data of organizations for “ Tips ”, “ Single Client ” and “ Factor ”. In the article we will tell how we lived before the directory, how we get access to it and how we work with it.

Life before Incorporation

Just a couple of years ago, the Federal Tax Service hid the USRLE in its bowels, and we collected data on companies where necessary.

To begin with, we bought a base from  multistat.ru  - this is a legal reseller who sold FTS data. The problem is that Multistat gave its base expensively and without updates.

Therefore, we updated the data using the sites kartoteka.ru and  fedresurs.ru . Of course, they did not allow them to upload information in droves: in response to the entered TIN or BIN, they showed only one company card.

We wrote a script that generated INNs and requested information on them from reference sites. If the script found a new legal entity or a change in the old one, it took the update.

And in 2015, the Federal Tax Service opened a register to everyone who is willing to pay. With this, the tax service killed the market selling the directory: the base used to be millions, and now symbolic, in general, 150,000 ₽. (There is a suspicion that the proceeds are only just paying for infrastructure and support.)

Then we thought: “Well, now we will heal!”

Access to Incorporation

Annual access to the Unified State Register of Legal Entities costs 150,000 ₽. (The same cost is the USRIP, the state register of individual entrepreneurs.)

This is what had to be done at the beginning of 2018 in order to gain access to the data.

Pay 150 000 ₽ for one directory or 300 000 ₽ for two. Instructions for completing a payment are on the website of the Federal Tax Service .

Send courier service to the Federal Tax Service two documents:

• the original payment with the stamp of the bank “Paid”, “Held” or “Accepted”;
• request for information contained in the register. The request form is in Appendix No. 1  to the Administrative Regulations (.docx) . Look for the form near the end of the document.

In the request, you can choose the access delivery method - mail or email. We always choose an email, but there are surprises: in 2016 letters of the Federal Tax Service did not come to the @ hflabs.ru domain addresses. In 2017, the problem was fixed, but the sediment remained.

Documents are accepted at the address: 125373, Moscow, Marching passage, dvld 3, second floor. Tax Inspectorate “MI Federal Tax Service of Russia for Data Center” . Unlike a regular inspection, this one does not have a number. In January, we extended access to the USRLE, and the courier mistakenly handed over documents to a neighboring inspection. The package miraculously reached where needed, but it took longer to wait. It makes sense to emphasize for the courier that there is no inspection number in the desired address.

Wait for a decision.Within three business days, including the day of delivery of documents, incoming letters are registered with the Federal Tax Service. Within five business days, consider the request.

The status of the application will be recognized by the number (495) 913-07-60. You will be asked:

• TIN;
• date when the Federal Tax Service accepted the documents;
• Name of the employee who accepted the documents.

Get accesses. If everything is in order, you will receive by mail or email access to the USRLE. The email attachment contains an archive with files: a PDF with a notification on the official form, a PDF with a username and password, a certificate in a .p12 file format .

The USRLE is a lengthy footcloth with date folders.

In the integration instructions, the Federal Tax Service writes that up to 100 xml files are stored in each archive. We counted, the numbers are correct :)

Each entry includes the main attributes of a legal entity:

• PSRN - legal entity identifier for the Federal Tax Service;
• address;
• short and full name;
• TIN;
• PPC
• registered capital;
• status;
• a bunch of documents: certificate of registration, all kinds of licenses, etc .;
• primary and secondary OKVEDy.

Of the listed attributes, only the OGRN is filled in at all, it is always unique. With other parameters, there are variations, not all legal entities have a checkpoint.

In addition to the basic information about the legal entity, each entry contains something else interesting:

• data on the founding physicist;
• data on the founding lawyer;
• physicist manager;
• manager-lawyer;
• reorganization details. This is when one company merges or absorbs another;
• successors and legal successors;
• branches and representative offices, and as many as you like.

Yes, branches in the register are not separate records, but only attributes.

Updates

On the first day of each year, the Federal Tax Service puts on the server everything that it has, a complete database of legal entities at the moment. Name of folders with uploads: 01 / 01 / 2015_FULL , 01 / 01 / 2016_FULL and so on.

Further updates are released daily, the Federal Tax Service puts them in folders by dates: 01/02/2018 , 01/03/2018 , etc. If the update does not come, it's okay: the Federal Tax Service can skip a couple of days, and then dump several at once.

In each update - only the changed records. If the Federal Tax Service of May 4 to learn about changes in these legal entities, they will appear in 1-3 days in the folder 05/05/2018 , 06/05/2018 or 07/05/2018 respectively. Therefore, current company information is always in the folder with the name closest to today.

How many archives will be in the update is not known in advance. Maybe one. If very averaged, usually around 50,000 legal entities change their data. Once, in February 2017, the whole database arrived in the update. As far as one can judge, the USRLE then globally changed internal identifiers and structural elements that were not related to business tasks.

It would seem that getting up-to-date data on legal entities from the Unified State Register of Legal Entities is simple: you take the complete database at the beginning of the year and apply all subsequent updates. After that, it remains to download and roll changes to the database every day.
