Space Station Roskomnadzor

Probably, you can say "traditionally" on Habré in the comments on topics containing the word "Roskomnadzor", there are comments like "they will make satellite satellite Internet and ...". And ... While there is talk of orbits, the number of satellites, launches, the FSB, Roscosmos, SpaceX, ... for at least a couple of years Roskomnadzor has been building. And what builds is about this in this article.

I’ll say right away that if you expect to see documentation on an object under a spoiler, then I don’t have it. In the publication there is a photo station and information for reflection.

At Habré, the last year was rich in publications about the global satellite Internet.
By listing them, you can see the classic "Denial, Anger, Bargaining, Depression and Acceptance ."

Only one of these articles mentions Roskomnadzor, although without it “the casket will not make a sound,” and specifically in # 1:
    Why jam?

The emergence of satellite Internet from SpaceX, OneWeb, etc. may create difficulties for Russian providers, as security officials will not be able to receive all Russian subscriber traffic, as required by the Yarovoi package, and Roskomnadzor will block sites that have information banned in Russia.
The “acceptance” stage has not yet reached, but I am sure that they will not jam and the question is only in bargaining, and after solving this problem, the satellite Internet will receive a go-ahead in the territory of the Russian Federation with integration into the current traffic control system.

While there are no operating systems, it is difficult to talk about the technical implementation of data channels. The most realistic is the work on ground stations for landing traffic. Experiments with inter-satellite radio channels show that they are not yet suitable for large streams. It is hoped that optical communication channels will allow transmission between satellites at a sufficient speed in order to reduce or eliminate dependence on the ground station traffic. In the latter case, if the satellites of such a network do not mirror the inter-satellite traffic to the ground station of Roskomnadzor, they will not be allowed to work on the territory of the Russian Federation. The option of grabbing by Roskomnadzor ground station streams from satellites in its visibility zone and processing of this traffic is possible (at least there should be some agreement with this network on technical cooperation).

Fantasy? Just assume that there is a possibility of a particular development of events. And now actually to the topic. To the facts.

In the late summer of 2017, I caught the eye of the news, which was repeated word for word by several news sites.
    08/01/2017
On July 26, 2017, the Deputy Head of Roskomnadzor, Oleg Ivanov, visited the construction site of a satellite radio monitoring station in Molochnoye.

Valery Fedorov, Director of the branch of the Enterprise in the Republic of Crimea and the city of Sevastopol, acquainted Oleg Ivanov with the implementation of measures for the implementation of the Federal Targeted Program, as well as the construction of a satellite radio monitoring station in stages, according to the schedule of work.
Interestingly, the source of the news is not Roskomnadzor, but the FSUE Main Radio Frequency Center in the Republic of Crimea and the city of Sevastopol , a subordinate enterprise of Roskomnadzor.

The news was accompanied by this photo:

Useful information about zero. If it were not for the photo, then there would be four options where the station is being built (it’s good that the name of the enterprise contains Crimea, which significantly reduced the number of options). There is such a toponymic feature in the Crimea - a noticeable number of settlements with the same name. And there are four “Dairy” in Crimea. Not to mention the fact that google "Dairy" is quite a meaningless exercise - to find a useful result in just one word is akin to finding a needle in a haystack. Therefore, the news about this station on the Roskomnadzor website, which the local news site quoted, has eluded me. And it sounded like this:

The authorities of Crimea allocated 36 hectares of land in the Saki region for the construction of a new station for technical monitoring of satellite services
    On March 12, 2015, the
    Kryminform

authorities of the Crimea allocated 36 hectares of land to the branch of the Federal State Unitary Enterprise "Radio Frequency Center of the Central Federal District" for the construction of a new station for technical monitoring of satellite services. The corresponding resolution was adopted today at a meeting of the Council of Ministers of Crimea.

A new radio monitoring station will be built on a plot of 360 thousand square meters. m, located in the Saki region, north of the village of Molochne. The document approved the layout of the land plot and made a decision to lease it to FSUE RFC CFA for the construction of the station. The order for the allocation of a plot within 5 days will be sent to the State Committee on State Registration and Cadastre of the Republic of Crimea.

In April last year, Roskomnadzor reported that the radio monitoring system in Crimea will be completely modernized. It was planned that it would include a network of fixed radio monitoring points and mobile complexes with modern software.
I found this news, just now. By the way, pay attention to the "network of fixed radio monitoring points and mobile complexes." In the comments to the article number 6 of the list, I expressed an opinion on how they will look for the owners of illegal communication kits - “There are a number of articles on Habré about how security services can find such devices”.

There was also news from December 16, 2017 on the Roskomnadzor website.
Satellite monitoring station is commissioned in Crimea
Experts of Roskomnadzor and the subordinated radio frequency service complete the commissioning of a radio monitoring station for satellite radio services in a geostationary orbit located in the village of Molochnoye, Saksky district of the Republic of Crimea.

With the help of the new station, it is planned to provide radio monitoring of radio-electronic means of civilian spacecraft in the geostationary orbit of the Earth, to measure ephemeris of civilian spacecraft, and also to monitor the technical parameters of the electronic equipment of satellite television broadcasting systems.

The station is equipped with modern monitoring and measuring equipment and antenna-feeder systems.

It is planned that the new station will be included in the radiation monitoring subsystem of radio electronic facilities of the Russian Federation radio communications services from January 1, 2018. In the future, it is assumed that the station will be included in the International Radiation Monitoring System of space RES.
Both news clarify the station’s location and work goals, seemingly even useful. The program Satellite Antenna Alignment counted about 40 (!) Geostationary satellites visible from this area with a height above the horizon of 15 degrees.

I was surprised by this fact. There is a lot of Sirius, Amos, Hot Bird, ABS1 75, Express AM22 80E, Yamal 401 90E and I did not think that there are so many of them. The rest simply do not have a beam to the south-western part of exUSSR, or there is no Russian-language broadcasting, or satellite Internet, in modern times, not very interesting for people in conditions of good coverage with terrestrial and cheap Internet.

"... allocated 36 hectares of land" is a square with a side of 600 meters, one side of which can be walked in 7 minutes with a normal step. So why such a square?

Let's go back to the photo. Let me remind you that at that time I could not find anything more. In the photo, in addition to the system of several two-meter antennas on one base, a two-story building and a large satellite dish are visible.

And the characteristic red soil, known to me in the environs of Evpatoria, indicated to me that the object was located there. And there are many large antennas of the former Soviet center for remote space communications, and for one of them I took, as it turned out erroneously, the antenna in the photo.

In Google and Yandex Maps satellite maps are not often updated and the surroundings with. Dairy near Evpatoria, at the time of publication of news about the station, looked like this, in a state no later than 2016:

A Youtube video was found on “DAIRY. CRIMEA. MARSIAN ROADS ... CAPTAIN CRIMEA "from April 10 2017, the author, who publishes the video from the car DVR with its own voice acting. From 1:28, he mentions a certain new large construction project near the village of Sadovoe - “it says that a satellite control center is being built in geostationary orbit, it is such an orbit that revolves around the Earth at the same speed”. :) “Very informative,” but the video itself is not visible, except for a few seconds of the fence in the distance at 2:05.

Since I learned about the object in the late summer of 2017, then a trip to these places took place in the summer of 2018. “Ice cream for the children, flowers for the wife” all to the beach, while he himself looks around the area.

Neither the P-400 (pictured above), nor the RT-70 did not reveal anything. Only the mess created by local authorities has become even more. Everywhere ads on the sale of land, houses, cottages by the sea.

Even at a cursory glance it is clear that all this has problems even according to Russian laws and cannot in any way find its Buratin. Then the route went to the former Soviet center of distant space communications.

On the one hand, positive changes are visible - new antennas are being built. Repaired one old:

On the other hand, any scientific work has been stopped here. Antennas are built in the interests of the military, not science. At the station's fence, firing points are visible in two places. For fans of photo shoots on the background of antennas, as it was popular with tourists in Ukraine, there is unpleasant news, on Facebook I got two entries that the authors were detained by guarding the object and deleted photos. In understanding the model of the behavior of the military, I did not have any problems when photographing almost sitting on the fence. :-)

To the space center from the village of Sadovoe there is a road. In some places, asphalt along the edges of the road collapsed and shows that this layer of asphalt was laid once more than 50 years ago.

A layer of concrete slabs is laid under asphalt - a characteristic sign that the road was built by military builders. Only at the village of Sadovoe there was a strong defect on the road - in this place a drainage pipe was under the road.

Korolev, Keldysh, Babakin, Gagarin and others drove along this road to the space center. Picture taken in 2016. Now a field is located on the field visible in the background of the image. Thanks to a coincidence, I photographed this field in 2016.

The road from the village of Milk to the village of Sadovoye and further to the highway Yevpatoria-Mirny. The forest belts, once planted by a collective farm, protect asphalt in summer, protect from ice in winter, and in the off-season reduce hurricane winds characteristic of these places.

Not everywhere trees took root in the harsh local climate.

This field is now a fence. And I photographed the horizon line - the antenna RT-70 was white on the left of the frame on the horizon, and the antennas of the space center were looking to the right on the horizon.

Crossroad at s.Sadovoe. From this sign to the space center 5 kilometers. And in the back field is now located station Roskomnadzor. On the horizon, a giant RT-70 whitens.

On the other side of this road in the village of Sadovoe, there is a high-voltage substation. The appearance of which here in the fields can be explained only by the construction of a nearby space center.

Attention is drawn to the high-voltage line without wires running along the road to the space center. The object on the horizon on the left is an artifact of the Buran space program.

Out of curiosity, I traced where such a powerful line led from the substation. It turned out to be another artifact from the times of a highly developed civilization.

Ruins, pumping station abandoned in the 90s. No signs of channels and pipelines were visible nearby. There was a mention that in the USSR, purified water at the Evpatoria sewage treatment plant could be supplied for irrigation of fields. Perhaps this is an artifact of this system. And maybe wells.

On the updated Google Map satellite images you can see the territory of Roskomnadzor station.

There are antennas near the southern fence. Two freestanding large antennas with a diameter of up to 12 meters are mounted from the west.

    They look like this.

    Side view.

Nearby are two foundations for the same antennas and in the future this section will look like this.

On the east side you can see an array of two-meter antennas, four of which were on the photo in the news of the Federal State Unitary Enterprise Main Radio Frequency Center. It turned out that more than four antennas.

The photo shows that several antennas may not be mounted in the array, and in the final version it may look like this.

According to the photo published by FSUE, I got the impression that these antennas can only rotate in a vertical plane. And all this together is a phased antenna array. Which suggests how the swarm of global Internet satellites will be tracked. Perhaps in the next stages, the antenna system will be upgraded and will come to this form.

In the general size of the territory, it will occupy a small part of it.

In the center of the field you can see four white dots, forming a giant trapezoid, which is turned to the north-west by a smaller base. While it is difficult to say what it will be.

By the northern fence from the west there is a single structure - a two-story building with a large parking lot and two entrance gates.

Directly at the fence are placed: a transformer connected by an overhead line with a neighboring substation, and a diesel generator.

On the opposite side on the ground there are two satellite communications antennas.

Judging by the number of external units of air conditioners and their small size, while we are talking only about a small amount of equipment inside the building. Most likely, there is only communication equipment.

Such information is not enough to draw any final conclusions. It can be assumed that in the coming years, various systems of “satellite radio monitoring” will be deployed and tested. The only thing that is certain is that the news of the Federal State Unitary Enterprise reports on the “construction by stages” implemented under the federal target program.
