Traction with paypal (or problems after changing the name)

    Below, I will try to fully describe to you how paypal blocked, and then simply deleted my account, after I changed my name a bit.

    It so happened that I changed my last name when changing my passport (I’ll make a reservation right away, I’m Belarus and our last names in the passport are written in English “crookedly.” Petrov, it will be written as Piatroy, from transcription from the Belarusian translation Pyatroў. The algorithm is: Petrov-> Pyatroў-> Piatroy). Since in the example I showed a scheme with the name Petrov, we will start from it and decided to change the name in the passport to Petrov.
    As it turned out, changing the name in this way is very simple, you need to write a regular application to the head of the passport office. What has been done. After 2 weeks, I received my new passport with a new name and began to change documents slowly. Rights, documents for the car (it took half a day). Arriving in Moscow (I work here) I also changed my salary card.
    And at some point before the New Year, I decided to use paypal to pay a gift on ebay (yes, yes, yes, it was a long time ago dealing with the name). I thought that the binding of a new card would be painless, so I didn’t take a steam bath too much. But going into paypal and seeing that you can’t change the name in the account when adding the card is very upset. I wrote to support and began to wait. A day later, a letter arrived, where they asked me from support to send a court decision giving me the right to change my name. Having written everything to them about how names are formed in our Republic of Belarus and how they can be easily changed, with the hope of justice and humanity, I again sent them a letter. The next day I again received a letter in which I was asked to present a court decision or marriage documents (O_O). STILL I sent them scans of the new and old passports, as well as scans of driver’s licenses. Nothing helped.
    I fought with the stick for a week, until the moment they suspended my account, the reason for this, as they said, “Your account is too suspicious” (for all 3 years of using the stick - I think I have a clear story, not a single slice on me). In support they asked me to send an apartment invoice (the so-called bill), I explained to them the situation that I am a foreign citizen working in Moscow and do not have my own home here, so the bill will be in a different name. Attaching a bill from Belarus with my last name and a bill from the Russian Federation with the address indicated in the stick, I sent it to them. As a result, the next day I received a letter stating that my account will be deleted after 6 months, due to the fact that it is suspicious. Six months were given for me to withdraw all funds.

    All hopes that everything is beautiful and good in the West and that I have no senility have disappeared. Although I agree that the situation is not standard, I’m still very upset by the decision of the stick to delete my account.

    In general, I thought (and still think) that the reason was:

    A current utility bill. The bill must show your name and address exactly
    as they appear in your PayPal account or else you can add a Russian
    address in your account to match the document.

    In general, the stick behaves strangely (albeit logically), recently tried to change the delivery address from the RF to the Republic of Belarus in the stick, the stick did not, the country is hard-coded there. As it turned out, this is a fight against scammers.
    Thus, it turns out that when you move to another country, you have to change the stick account (does anyone have any other examples?).
