    At the beginning of the year, our team launched the Gov2Project.ru project - an online incubator for start-up projects in the field of E-Government in Russia. As always, they filled up cones, heard that it was unpromising, etc., etc. I’ll make a post about a series of fails. Everyone tells me that the project is too naive in the market and especially in the Russian market. I will agree with all the arguments if those who tell me that this will not work tell, but what then works? I see so far that yes: a lot of work, a lot of effort is needed for this to go. But this niche is now quite logical for the market as a whole. And especially from the point of view of regional development.


    Why do you need startups in the field of e-government?





    We want to make a reservation right away, there is no ideal model for working with the eGov sphere anywhere in the world. Civil projects solve two problems: they involve the people in the process of developing and evaluating the quality of public services, forming them at the same time, and reduce costs. And we must perfectly understand that civilian projects are something that can be demanded in large numbers by society, but are not a priority. That is, these are not government services, for example. But again, it may be “crowd-based” monitoring of these services.

    We decided to put together projects that could become commercially successful and socially significant projects on one site. There is a good backlog in Russia - a large number of developers who, one way or another, with adequate motivation, can develop various kinds of gov 2.0 projects. IT is massive, with the lowest entry threshold and time, which can significantly improve the situation in the eGov industry as a whole.

    eGov-startups in Russia: is there light at the end of the tunnel?



    There is light if you build the model correctly. There are technological projects. Then the investor does not buy the content component, but the technology. The strong side of the Russian Federation is one of the best developers in the world. It is assumed that there will be more projects of a non-media PR nature, namely, functional ones. Again, the logic of niche growth is justified.

    Here I can give you not so many examples. But they are indicative. Take the StreetJournal project , the attitude towards which at the level of regional authorities is quite constructive. And it’s clear why GR is here: for example, in My territory Samara became the most active city, because the mayor (the first person of the city) began to actively use this project.

    What projects can become profitable? Example: bus62.ru developed in Ryazan : there is a technology inside the project that allows monitoring the movement of public transport equipped with GLONASS sensors. The technology itself has been worked out so that the guys are interested in large-scale digging. Another example. RAS has made a project on automatic sign language translation . If a project as a technology is developed and sold, say, in Finland, where there are obligations to “develop projects for people with disabilities,” then a single purchase by the ministry could make the project commercially successful.

    What projects cannot or cannot yet become commercially viable, but generate a lot of user interest and activity and can become the basis for new developments:“Where is the Casino” or “Roskomvzyatka”, “From the cop” , etc. Some of them are built on the principle of open source and crowd model, and therefore they can develop indefinitely.

    How does gov2project plan to work?




    We collect these projects in our virtual incubator: firstly, they need a single entry point, and secondly, the logic of work models that can only be evaluated in several projects at once. Many also require lobbying at the level of power, and for this it is also necessary to create a system of monitoring and strategic communications for such projects.

    Today the scheme of work is as follows. We search and add to the list of projectsall the stories that exist today in Russia. And of course, we will be happy if you declare yourself, and we will add you to our list. Placing your project on the site implies not only involvement in the all-Russian Gov 2.0 movement, but also lobbying for your interests at the state level and including Russian practices in the folder that can be presented at the international level.     Moreover, we plan a number of offline events to promote participating projects and attract new developers. Plans to fill a new section for mobile applicationsand the stories of the copycat, which is understandable.

    In general, the site operates according to the incubator scheme. We do not just collect information about projects, we help to find financing, choose an adequate business model, create an affiliate network, bring the project to the international market (if the project is truly disruptive and solves the problem that exists in the foreign market).

    We do and did network projects ourselves. We want to create an environment, working rules. We ourselves were engaged in fundraising for our projects and we understand that in Russia there is ***, and where is not complete there ***. We want, in fact, to move from words to deeds. And it all depends not only on us, but also on you. Therefore, often, knocking out texts with hundreds of calls to you, I find it strange. You yourself are evangelists of your projects. We simply create tools, using which we can together make constructive startups.

    How can the media help?



    One of our tasks was to promote and popularize all the projects of the participants. Because often projects need not so much financial assistance as support and volunteers, which can be found by maximizing the usefulness and importance of each project.

    In addition, we are launching a special project for the media and will publish digests of the latest news on the development of civil cases in Russia. A separate section is conducted on the project, in which we talk about the most successful world cases and practices, publish video interviews with the creators of the best projects and issue a world digest

    We analyzed the logic of developing gov2.0 projects on the market and the attitude of civil servants to these projects. Therefore, the experience of our foreign colleagues seemed to us more than suitable. BUT even they do not have the wild popularity of this program. Therefore, we changed the mechanics, taking into account the Runet and the conditions in the Russian Federation. And we are pleased to announce that soon we are launching the CodeForRussia initiative. Now we have pilot regions in which the pilot series of the program will start.
