How to deal with mobile spam when the operator is powerless?

    To be honest, I would really like to get some good advice in the comments. It's about my very little brother ( MTS subscriber ). Some time ago, messages began to come to him from the number 111004 . About 3-5 pieces per day. As for the messages, I couldn’t find out, the phone model is the simplest, but it doesn’t receive anything (therefore, the mysterious “content cannot be displayed” was displayed).
    We felt more fun when we realized that an incoming SMS from this number costs 3-4 rubles.

    There are no subscriptions in the list of connected services (in the profile on the MTS website ), and there is generally nothing with which such spam could go “in the kit”.

    We can unequivocally say that the brother did not leave a phone number on the Internet, he did not exactly order any subscriptions.
    Naturally, he asked me to figure it out, and I called MTS support .

    Call No. 1:
    They listened to me, asked to wait a couple of minutes and confidently informed: “That's it, the service is turned off.”
    I did not ask unnecessary questions. I was even surprised that everything is so simple. And not for nothing was surprised, after a few hours SMS from 111004 came again.

    Call number 2:
    They listened to me, asked to wait five minutes and dictated the number that you need to dial from your mobile to unsubscribe. Great, for the first time this was not discussed. I wrote it down, performed it, got the rainbow “You are unsubscribed” on the screen. After a few hours, spam arrives again.

    Call No. 3:
    This time after my tirade of how dissatisfied I was connected with the “technical department”, who said that he would send a request to the content provider (it turned out that it was something ussd.ru ), and that during the day, maximum, and in the best case, within a few hours the phone will be REALLY unsubscribed from spam.
    However, nothing changed after a day or two.

    Call number 4:
    Described the situation. I was transferred to the technical department for about 10 minutes. Only to ensure that the specialist admitted that they could not write another email to the content provider. They also advised me to do the same (I did, of course; naturally, to no avail). The question of how it happened that my brother even started receiving this spam is blatantly ignored, which makes me suspect that MTS is leaking numbers to spammers. But this is not about that.
    When asked where to file a complaint, they said that this is possible only on the site mts.ru (sic!).

    So, habr, I have a question-request. Is there any chance to stop this? Somewhere to turn, or some words, or threats to use.
    Naturally, this is not worth any legal proceedings, but I don’t really want to change the number either.
    I count on your help. In the meantime, 15 rubles are debited from the account daily.

    UPD (16:05): The situation is more interesting because it turns out that the owner of the content provider ... MTS!
