US police used anti-terrorism technology to emulate a base station to catch a chicken wing kidnapper
The total amount stolen - $ 56.77. Catching a criminal - priceless

The Maryland Police, USA, used mobile tracking technology used against terrorists and highly dangerous criminals to catch a man who took a chicken wings and two sandwiches from a pizzeria courier. The police used StingRay cell emulation to track down a criminal. At the same time, law enforcement officers received permission from the court to work with this technology, this is not the arbitrariness of the police.
Interestingly, in Maryland in March this year the court ruledthat police require special permission to use StingRay. Otherwise, evidence obtained using this system will not be accepted for consideration. The reason is the dissatisfaction of local residents and officials with the fact that the police use StingRay when they want, without particularly thinking about the seriousness of the crime.

The scheme of the police with StingRay
The system itself performs the role of a fake base station. Cell phones that are in range are connected to it, and the StingRay operator can listen to subscribers' calls, determining their location. The system looks like this:

As it turned out, after receiving the stations at their disposal, the US police began to apply them everywhere. Only Baltimore police (620,000 people, Maryland) have applied the system 4,300 times since 2007. In New York, this system is used less frequently - since 2008, only 1,000 times (the difference is striking if we compare the population of New York and the population of the same Baltimore).
The cost of StingRay and the cost of operating the system - many tens of thousands of dollars. So, Howard County has spent about half a million dollars on the devices themselves and work with them since 2011. The fact that StingRay was used to catch a criminal with chicken wings may indicate that the police continue to work with StingRay in a free (or almost free) mode.
