The State Duma proposed to equate websites to strategic organizations

    The State Duma Committee on Property on May 23 recommended that the house adopt a bill on first reading that strengthens control over the acquisition by foreign investors of a controlling stake in popular Russian Internet sites.

    Draft federal law No. 360321-5 “On Amendments to the Federal Law“ On the Procedure for Making Foreign Investments in Business Companies of Strategic Importance for Ensuring the Defense of the Country and State Security ”was submitted to the State Duma on April 16, 2010.

    The bill provides for the attribution to strategic joint-stock companies of all organizations engaged in television and radio broadcasting, as well as organizations that provide socially significant services on the Internet.

    Under such services, the document proposes to determine the search for information on the Internet, the postal service, the processing of visual and audiovisual material on the Internet, and a number of other network services on the Internet if at least 20 million users visit the relevant sites every month.
