I found the rules themselves at the address.
At the end I came across the rules of behavior in a non-standard / emergency situation. Because airplane management and project management are quite similar - I decided to make a transfer.

  2. Define risks and time limits.

    It is necessary to review and evaluate all possible options before making a decision.
  4. Actions must be appropriate for the situation.
    In an emergency, you must act without delay (this does not mean that you need to act headlong), while in an unusual situation you can postpone the action.
  5. Manage team members load Keep
    to the selected task distribution for a non-standard / emergency situation to reduce load and optimize team resources.
    Use a simplified workflow whenever possible.
  6. Create a common model of the situation with other team
    members. Agree with team members to create a common understanding of:

  7. Follow the recommended procedures and other agreed actions.
