How to arouse the interest of techies?

We are working on a portal where we intend to gather teams working on innovative projects and potential investors. For teams we will provide the opportunity to seek investment (+ assistance in bringing the project to this stage), and for investors, accordingly, a reliable investment.
In the process of searching for future users, we came across an interesting phenomenon. We have no problems attracting IT teams to the portal: most are interested in PR and positioning themselves as a strong and reliable team. But the teams and loners involved in robotics, chemistry, optics, radio engineering not only do not want us to find investors and mentors for them, they generally do not want to develop a lot of their developments, to bring them to a level attractive to business.
What is the problem? How to find an approach to such people? What can they be interested in?
