I am a professional - what is it?

Often (very often) you have to see how people say “I'm professional” - especially often it comes from those who are connected to the web (maybe I just got into this area too much).
What does this fashionable term mean? Take, for example, an IT specialist. Who can be considered a professional, what are the parameters to determine it? Is it enough to call myself a professional, for example, to be able to program in some language ?, speak a foreign language ?, be recognizable ?, create and launch a website, a blog ?, be able to write :)? etc. Is it necessary to consider yourself a professional to possess, in addition to highly specialized knowledge, and some moral qualities? Which ones?

The same questions apply to similar statements by companies.

This is not an idle question - I am really interested, I also want to call myself that - but I would like to justify it later.

Is there any generally recognized community in the IT sector (professional association), etc. membership in which would confirm the professionalism of a person, lobby for the interests of the community and most importantly - would answer with its reputation for the behavior of members? If there is, such - by what criteria are they accepted into this association and how do they determine the professionalism of applicants?

If not - why is no one still creating?
